Position Title: Senior Proposal Manager
Location: Remote or DMV area
Duration: Full Time
Sky Solutions is seeking a Senior Proposal Manager for our Proposal Center of Excellence to contribute to the growth of new and retention of current business through the development of winning proposals through an end-to-end proposal management process. This senior position will be responsible for leading teams in capturing, managing, and winning large proposals (>$100M) and new IDIQ/GWACs for government agencies. The Senior Proposal Manager will be involved and provide input at all stages of the Client, capture, and proposal process. This will be a hybrid position.
Responsibilities:
As a senior member of the Proposal Center of Excellence, the Senior Proposal Manager is a highly visible role that interacts with all levels of the organization to directly contribute to the growth of the organization. The ideal candidate will participate as a key contributor in recommending and implementing measurable and repeatable processes that result in winning proposals and meet organizational goals.
Lead the proposal by overseeing the planning, writing, editing, production, and quality assurance, working collaboratively with delivery, operations, and growth staff.
Leverage experience and best practices in the development and implementation of successful proposal strategies, processes, and tools.
Ensure a comprehensive proposal knowledge management infrastructure, including development and maintenance of proposal guides, artifacts, templates, examples, compliance, and boilerplate text.
Implement improvements and enhancements to the proposal management process and execution.
Facilitate the development and distribution of appropriate proposal-related documentation, including compliance matrices, style guides, outlines, schedules, writing guidance, and kick-off presentations.
Author appropriate proposal sections and collaborate on design graphic concepts.
Coordinate and attend growth status and team meetings.
Ensure that technical proposals adhere to corporate standards for quality through rigorous quality assurance procedures.
Envisions the entire proposal, ties in the win themes, reviews with the other groups, runs status meetings, understands dependencies between tasks, and manages the entire proposal process.
Experience:
Minimum 8 years managing Federal proposal teams delivering IT and IT Services proposals, or a combination of Proposal and Project Delivery/Management experience in Federal contracting.
Proven experience writing, designing, and producing winning proposals with demonstrated growth over time in the proposal field.
A proven track record managing and winning single-award proposals within the Federal market with over >$75M awarded contract value.
Experience leading and winning large multi-award GWAC and IDIQ contracts.
Demonstrated experience supporting high-volume vehicles such as the GSA MAS, OASIS, STARS III, etc.
Experience providing proposal training and mentoring to all levels of internal staff.
Qualifications:
Strong interpersonal, leadership, and communication skills.
Excellent verbal and written communication skills, including writing and speaking succinctly in a variety of communication settings and styles; can get messages across that have the desired effect; effective in a variety of presentation settings (one-on-one, small and large groups with peers, direct reports, and managers).
Ability to plan and manage deadlines and be accountable for meeting deadlines successfully.
Ability to work successfully and collaboratively and a proven record of fostering effective team collaboration.
Strong proofreading and technical editing experience.
Experience with coaching for oral presentations, technical challenges, video submissions, etc.
High proficiency with Microsoft Office applications (Word, Excel, PowerPoint & SharePoint) to produce reports, presentations, correspondence, and a variety of other material.
Desirable Qualifications:
Experience with mentor protégé joint ventures and other types of joint ventures (DOD, NASA, etc.).
Experience with CTAs.
Experience applying for new GSA MAS contracts or modifying existing MAS contracts.
