Responsibilities:
Advisory and Assistance Services - Asymmetrical Threats Department Program Analyst

This position functions as the Advisory and Assistance Services (A&AS) Program Analyst for the On-Site Inspection and Building Capacity Directorate Asymmetric Threats Department (OB-AT).

OB-AT serves as the vanguard of building capacity to detect, deter, and mitigate WMD threats through Chemical Weapons Convention implementation, international biomonitoring and bio-deterrence, countering emerging asymmetric threats, and implementation of WMD interdiction efforts. OB-AT synchronizes diverse capacities to deter WMD armed adversaries and spearhead new initiatives to prevail in an evolving threat environment.

The A&AS Program Analyst serves as a member of the OB-AT and will report to OB-AT division chiefs. The support analyst assists with strategic communications, policy analysis, and various administrative tasks as needed. The successful applicant will conduct a broad range of activities, including team and department-level OB-AT integration planning, coordinating multiple projects, drafting policy white papers, maintaining the OB-AT Task Trackers, and supporting the OB-AT's multitude of recurring and pop-up deliverables.

DUTIES

Assisting with the program management and administration of OB-AT departmental and agency projects

Developing information briefs for OB and DTRA leadership related to Counter-Weapons of Mass Destruction (CWMD), and arms control activities

Conduct research and draft white papers on emerging threats associated with CWMD, and evolving arms control activities

Assisting complete taskers as provided by the ETMS 2 Tasker System

Assist in planning and coordinating workshops involving interagency, non-governmental, and international partners

Developing classified deep dive discussions focused on actors, threats, or hazards to CWMD activities, arms control agreements, and the DTRA mission.

Review national guidance docs (e.g., National Defense Strategy, National Biodefense Strategy, National Biodefense Posture Review) and analyze their respective BPC requirements and alignment with the DTRA Director's Strategic Intent across the directorates.

Required Qualifications:

Bachelor's degree with 3+ years of related experience

Travel up to 25% of the time

Experienced with engaging with United States Government interagency, non-governmental (e.g., think-tanks) and international entities.

Demonstrated proficiency with Microsoft Office, Teams SharePoint, ArcGIS Pro, and other tool suites as required.

Demonstrated strong writing and research skills

Working knowledge of Arms Control Agreements and United States Governmental CWMD activities

Ability to work collaboratively and independently

Strong attention to detail, communication, critical thinking, and problem-solving skills

Must have active Top Secret/SCI Security Clearance

5+ years of related experience

Knowledge of Building Partner Capacity (BPC) or CWMD efforts and Arms Control agreements

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
