The Sr. Business Development Manager is responsible for the identification, qualification, development of win strategies, shaping, and supporting proposal development activities to successfully capture new business.
Responsibilities
- Define target markets and identify and qualify new business opportunities for pipeline development and refreshment.
- Develop market strategies and establish a supporting qualified pipeline, create and track schedules, and report progress to executive management.
- Develop external relationships with future government customers and industry partners through strategic outreach and communication plans.
- Maintain up-to-date and accurate opportunity and customer information within the enterprise CRM/Pipeline systems.
- Lead strategic development, capture, and opportunity development for target markets.
- Drive business development and capture pursuits through capture, gate, price, and reviews.
- Document lessons learned throughout the opportunity lifecycle, analyze results, and make corrective actions to improve future bid performance.
- Lead large strategic bids and task order bids, including assembling required resources, building winning teams, coordinating proposal resources, and opportunity-specific solution efforts.
- Lead and negotiate teaming agreements and strategic alliances.
- Collaborate with MIOS BDO, team members, operational leadership, and SMEs to build and execute call plans for successful opportunity pursuits.
- Gather, assess, and validate customer requirements with partners and other business development resources and leads.
- Mature and advanced opportunities to achieve or surpass the required probability of win.
- Translate requirements into robust win strategies, tested and validated, and advance strategies to management and technical design with strong value propositions and differentiated bid elements.
- Classify win probability, funding probability, and bid/performance risks, and establish appropriate risk management strategies.
- Drive development and completion of critical bid artifacts required for proposal development.
- Support proposal teams by assisting with the development of compliant, compelling bids.
- Ensure the integrity of the winning strategy through support for color reviews and competitive assessments.
- Perform other duties as assigned.
Qualifications
- BS/BA degree in business, technical, or professional field of study
- 7+ years of federal, military, business development and/or Account Executive experience; a combination of experience preferred.
- Experience utilizing industry business development tools such as beta. Sam, USAPending.gov, agency-level acquisition forecast tools, Deltek GovWin IQ, and CRM/Pipeline Management systems (Salesforce, Deltek VantagePoint, Pipedrive, Hubspot, etc.).
- Expertise in developing and supporting large-scale federal procurements of up to $100M, including pricing and acquisition approaches.
- In-depth knowledge of federal contracting, procurement, and pricing processes and strategies.
- Experience supporting solutions under all contract structures.
- Expert knowledge of the federal acquisition lifecycle from inception to award, and experience working with federal procurement officials at all levels within agencies, departments, and industry partners.
- Demonstrated experience in high-stress, multitasking environments supporting complex requirements and teams of stakeholders.
- Ability to effectively lead, manage, and interact with diverse stakeholder groups supporting complex requirements.
- Ability to build consensus to achieve objectives within deadlines.
- Proficiency in using a diverse set of market intelligence tools, including VantagePoint, MS O365 (e.g. PowerBI), and USG procurement resources.
- Ability to build, develop, and lead a multifaceted business development team and support operational capture teams/stakeholder groups.
- Ability to collaborate and build partnerships with industry partners to create winning strategies and bids in a competitive environment.
- Proficient in capture management based on industry best practices with demonstrated proficiency in qualifying opportunities.
- Ability to identify emerging market trends and make strategy recommendations to the executive team.
- Ability to influence constructively and interact at the highest levels of corporate and USG agency or department structures.
- Willingness to travel as needed.
- Ability to work nights, weekends, and holidays as required to meet deadlines.
- Excellent interpersonal, problem-solving, and business acumen skills.
