Job description
Contract Program Manager The Contract Program Manager is responsible for managing and overseeing contracting programs. They develop and implement procurement strategies, evaluate vendor proposals, negotiate contracts, and ensure compliance with regulations. Their role involves coordinating contract activities, monitoring program performance, and maintaining effective relationships with vendors and stakeholders. Experience managing projects through the DOS and ASEAN countries is preferred, especially in support of the Bureau of East Asia and Pacific Affairs (EAP) with logistics and program development for foreign assistance capacity building programs that align with the Indo-Pacific Strategy. Compensation & Benefits: Salary for Contract Program Manager: $202,045.50 Full-time benefits include Medical, Dental, Vision, 401K, and other benefits. Benefits are subject to change with or without notice. Contract Program Manager Responsibilities Include: Responsible for all aspects of program/project performance. Provides overall direction to all project-level activities and personnel. Solves complex technical, administrative, and managerial problems, interfacing with customer management and technical personnel. Directs business planning efforts for various contract programs, especially foreign assistance capacity building initiatives for the EAP. Prepares and oversees program development proposals in response to customer requests and internal recommendations. Develops plans, organizes, coordinates, and allocates staffing resources to contracted task plans and sub-task plans given contract work statements and written or verbal customer directions and other contract commitments. Selects, directs, supervises, trains, monitors, and evaluates program personnel and work performance of project managers and task leaders. Prepares and tracks timely deliverable submissions as applicable. Regularly exercises independent judgment and high analytical skill in solving complex and unusual technical, administrative, and managerial problems. Provides technical oversight as needed. Researches and analyzes performance data and prepares company and program progress reports. Organizes, conducts, and attends progress meetings, briefings, and performance reviews with customer representatives and project team members, specifically supporting EAP foreign assistance programs. Performs other job-related duties as assigned. Contract Program Manager Experience, Education, Skills, Abilities requested: Master's degree in management, Business, Engineering, or other technical disciplines and a minimum of 10 years' experience managing complex projects and/or programs. PMP certification is highly desired. Top Secret Clearance or the ability to obtain a Top-Secret Clearance is highly desired. Knowledge of Federal government contracts and programs. Experience managing projects through the DOS and ASEAN countries is preferred, particularly supporting EAP foreign assistance programs related to the Indo-Pacific Strategy. Strong analytical skills, attention to detail, self-motivation, and highly effective organizational skills. Must be able to work a Hybrid schedule (At least 3 days in the office). Ability to adapt to a changing environment. Proficiency in MS Office suite including Word, Excel, and PowerPoint. Excellent leadership skills. Must pass pre-employment qualifications of Cherokee Federal. This position requires US Citizenship.
