Financial and Acquisitions Analyst
McLean, VA Aperio Global LLC has an exciting opportunity for a Federal Financial and Acquisitions Analyst supporting the OUSD. As a Federal Finance and Acquisitions Analyst, you will perform comprehensive financial analyses and provide subject matter expertise on Federal and DoD contract management. This role involves evaluating project costs, preparing budget proposals, and supporting all phases of budget planning and programming. The analyst will also manage acquisition activities, ensuring compliance with FAR and DFARS, and provide programmatic support to senior-level executives. Key Responsibilities 1. Financial Analysis and Reporting: Perform financial analyses and provide cost estimating and financial management support. Analyze financial data and prepare reports for monthly Financial Execution Reviews. Prepare and present comprehensive financial reports to stakeholders, including the CIO, Deputy CIO, and service agencies. Develop and maintain financial models to support decision-making processes. 2. Budgeting and Financial Planning: Develop, implement, and monitor budget plans in alignment with federal funding guidelines. Prepare budget formulation reports and detailed budget proposals to support budget planning and programming. Track and analyze budget expenditures to ensure efficient and effective fund utilization. Identify variances between actual and budgeted expenditures and provide recommendations for corrective actions. Prepare detailed financial plans and forecasts based on funding allocations. 3. Acquisition and Financial Execution Support: Support acquisition and financial activities across the PPBE (Planning, Programming, Budgeting, and Execution) process for the supported DoD office. Develop financial execution documents and coordinate with Resource and Analysis (R&A) to ensure timely and accurate financial support. Conduct independent research, analysis, and prepare procurement packages, including acquisition-related documents. Review and analyze federal funding packages to ensure compliance with federal regulations and requirements. 4. Regulatory Compliance: Provide expertise on Federal and DoD contract management, including FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement). Ensure all financial activities comply with federal financial regulations and policies. Stay updated on changes in federal financial regulations and incorporate them into financial practices. Conduct internal audits and compliance reviews to ensure adherence to legal and regulatory requirements. 5. Collaboration and Communication: Collaborate with program managers, budget officers, and other stakeholders to ensure alignment of financial goals and objectives. Communicate financial findings, analyses, and recommendations clearly and effectively to both technical and non-technical audiences. Attend DoD and federal meetings, providing independent analysis of task, project, and portfolio-level data. Document proceedings, action items, and provide copies of relevant documents. Education/Experience BA/BS degree with at least 10 years of experience in Federal and DoD contract management and administration. Expertise in acquisition planning and financial management. Desired skills: Strong analytical and problem-solving skills. In-depth understanding of federal budgeting and financial regulations, including common operational and financial DoD acronyms. Proficiency in financial reporting and analysis tools. Excellent communication and interpersonal skills with an understanding of the DoD organizational structure. Ability to work independently and manage multiple tasks simultaneously. Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and other financial management software. Clearance: Secret (Top Secret highly preferred) Work Environment: This position typically operates in a secured professional office environment with occasional travel for meetings to the Pentagon.
