Job description

Position Purpose: Primary responsibility of overseeing the development and implementation of Individualized Support Plans in Community Living Programs. The Quality Assurance Specialist is responsible for the coordination of Service Coordination activities. Incumbent is in charge of developing and managing a Quality Control program which ensures compliance with regulatory entities: VDH, DBHDS Licensure, DMAS, HUD, and Human Rights. Primary Duties: Provide supervision and oversight to Support and Service Coordinators. Ensure that all QIDP and Service coordination documentation is completed in an accurate and timely manner. Oversee the development of and ensure the implementation of individual's support plans, service coordination, behavioral plans, and other therapeutic treatment plans. Ensure adherence to VDH ICF/IID, DBHDS, DMAS, HUD and Human Rights regulations, and any other regulations relating to program operation. Develop written responses to respond to Corrective Action Plans as needed. Develop, implement and maintain a quality control system to ensure the ongoing review of individuals' records, ensuring that all pertinent documentation and billing is completed, filed in a timely manner and complies with regulations. Develop, implement and maintain a quality control system to ensure the ongoing review of program adherence to health and safety regulations. Provide supervision and oversight to Quality Team. Ensure that Quality Team completes internal inspections and audits in a timely manner. Develop and coordinate meetings and trainings for staff, individuals, and families regarding person centered services provided within the Community Living program and other agency programs as needed. Ensure coordination of Quarterly/Annual interdisciplinary team meetings for individuals within the Community Living program. Ensure that discrepancies among programmatic, medical, dietary, and vocational aspects of individuals care are resolved. Develop and maintain admission/discharge process for Community Living programs. Participate in the development and implementation of electronic data and record systems. Participate in the recruitment and training of employees as deemed necessary by the VP of Community Living. Serve as liaison to the Agency Quality Assurance Team ensuring the effectiveness and quality of program operations. Serve as a liaison for VersAbility Resources with Local Human Rights Committee to present program, behavioral, and/or treatment plans for committee approval and/or to represent the Community Living program as needed. Participate in Community Living Administrative on Call. Act as an alternate in the absence of the designated QIDP for the ICF/IID program as needed. Assist in budget development and management. Assist in planning for program expansion and evaluating the Community Living programs. Maintain a valid Virginia driver's license. Follow the policies and procedures of VersAbility Resources. Perform other duties as assigned. Qualifications/Skills Knowledge & Abilities: Education: Bachelor's degree in human services, psychology or a related field required, Master's preferred. Must be able to maintain CPR, CPI, first aid and medication administration certifications on an ongoing basis. Experience: Three to five years' experience working with adults with intellectual and/ or developmental disabilities. Two years' experience with interpreting and implementing regulations, designing and implementing programs, and other equivalent experience that would enhance this position. ICFMR experience and residential experience preferred. Skills Knowledge & Abilities: Comprehensive knowledge of mental retardation or developmental disabilities, consumer rights, and treatment methodologies. Comprehensive knowledge of licensure, ICFMR and Medicaid Waiver regulations and the ability to apply these regulations. Knowledge of individual rights and Person Centered Approach. Must be able to analyze and summarize data into written reports, and communicate complex ideas and processes to others. Ability to work effectively as a leader maintaining positive interpersonal working relationships and supervise a team.
