Job description

Duties You will serve as the Emergency Management Specialist is responsible for oversight of a Coast Guard Incident Management Assist Team (CG-IMAT) deploys individuals and response teams comprised of incident management response specialists to provide National Incident Management System (NIMS) Incident Command System (ICS) Type 1, Type 2, and complex Type 3 surge capability in support of regional or national level incidents and events such as natural disasters, a Spill of National Significance (SONS), or National Special Security Events (NSSE), and other government responses. Being a civilian working for the Coast Guard makes you a valuable team member. Typical duties include: Maintaining personal and professional readiness while using expert knowledge of Emergency Management, crisis leadership, exercise planning, crisis/response management systems, management theory, and Coast Guard systems to administer unit training programs. Improving CG-IMAT readiness by assisting operational commanders involved in national and regional large-scale exercises with National Incident Management System (NIMS)/ Incident Command system (ICS) oversight, support, training, or coaching. Providing and handling of environmental and historical property impacts including tribal engagement per the Environmental Species Act Section 7 and Section 106 of the National Historical Preservation Act. Serving as Incident Commander (IC) during deployments responsible for all aspects of the incident including developing incident objectives, setting priorities, managing operations, defining the organization of the Incident Management Team (IMT), and developing the Incident Action Plan (IAP). Preparing operational plans, requests, or releases resources, monitors operational progress, makes changes to the IAP as necessary, and reports the changes to the Incident Commander (IC) or Unified Command (UC). Requirements Conditions of Employment U.S. Citizenship is required. The position requires a valid state driver's license. Males born after 12/31/1959 must be registered for Selective Service. This position requires a Secret clearance. You will be required to undergo random drug testing. This position may require a one year probationary period. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To Qualify for the GS-13 Grade Level: Applicants must have one year of specialized experience equivalent to the GS-12 level in the federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: Developing programs and coordinating ICS training in support of exercises; serving as a facilitator for Incident Management Team IMT) workshops, providing ICS coaching to improve the readiness of supported units; providing training and serving as course coordinator for topics dealing primarily with incident response, crisis leadership, and required organization ICS mandated training; developing/implementing training doctrine; etc. Physical Demands: The work involves extensive periods of standing and walking, in some cases over rough surfaces or inclines, carrying backpacks, tools, computer equipment, etc. Working Conditions: Work may involve exposure to moderate risks or discomforts that require special safety precautions which require use of protective clothing and/or gear as appropriate. Emergency Assignments: Subject to 24-hour on call and recall to work as required due to incident/ contingency response. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
