The Joint Office of the Secretary of Defense, Interagency Division (JOID) provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues. SPA's NATO Allied Command Transformation Group, within JOID, provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage. SPA has an immediate need for an Infrastructure Portfolio Program Analyst to provide onsite support in Norfolk, VA. Responsibilities SPA is seeking a seasoned Infrastructure Program Analyst to work collaboratively with NATO Stakeholders to support the MSIF Branch in ACT. Will be responsible to support the MSIF Program Directors, Project Coordinators, and the Branch Head in maintaining comprehensive knowledge and oversight over the planning and execution of all Programs and Projects throughout the infrastructure Portfolio. Maintain compilation of the Infrastructure Capability program plan based on identified requirements. Provide methodological and analytical expertise in support of the development and implementation of program plan development. Conduct issues/risk management within the programs. Perform benefits elicitation in collaboration with stakeholders. Provide support to the Investment Committee staffing process. Support each program in configuration/administration of key documents. Support the preparation and administration (including ACT and Host Nation coordination) of the Annual NATO infrastructure Conference for all NATO Member Nations ( 200 PAX). Support in engagement and communication to the broader NATO infrastructure Community of interest throughout the year (in between conferences). Support the Branch by providing a Secretariat function regarding all key stakeholder engagement with ACO, Nations, and NATO HQ, helping to liaise and facilitate information flow/exchange with appropriate counterparts throughout the Alliance. Support cross-functional administration regarding MSIF Infrastructure Programs and ACT processes and procedures. Support the creation of MS Office products for internal and external reporting. Coordinate and contribute to the activities of MSIF Infrastructure PDs/PCs. Support and manage the effective and efficient Branch IKM (SharePoint, EDMS, TRANSNET, mailboxes) to enable full and timely accessibility to all relevant Management and Governance documents. Support Branch and COTR(s) in CTR administration. Provide support to management and administration of Branch-related meetings (Branch/Program/Portfolio/Budget). Support Branch Tasker Tracker requirements. Enable induction of new staff members, support Infrastructure Concept Development, and perform other administrative tasks as required. Qualifications Required: Active Secret clearance Bachelor's degree in a related discpline Minimum 5 years demonstrable experience in project management of Infrastructure Programs using MSP, PRINCE2, or PMI methodologies Minimum 3 years demonstrable Program/Project Management experience in the past 10 years within a complex and dynamic environment, with a focus on military capability development Minimum 5 years demonstrable experience in the field of Requirements Management and certified in Requirements Management Minimum 3 years in assisting leading teams in project or program management to ensure delivery of high quality, impactful work products on time Minimum 3 years demonstrable high-level stakeholder and communication management experience preferably in the international environment
