Job description

Duties You will review contracting issues relative to Federal Acquisition Regulation (FAR), Department of Defense FAR Supplement (DFARS), and the Navy Marine Corps Acquisition Regulation Supplement (NMCARS). You will participate in updating instructions, guides, processes, and training curriculum relative to contract policy and be responsible for providing informed responses to contract policy queries from NAVSEA Contracting organizations. You will apply compliance analysis to direct coaching, and instruction for Contract Department. You will provide training to team members to improve overall knowledge and ensure efficient workflow. You will collaborate with stakeholders to ensure policies align with organizational goals and meet legal requirements. Requirements Conditions of Employment Must be a US Citizen. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. A bachelor's degree is required for this position. This position is eligible for part time, substantial or ad-hoc telework at the discretion of management. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1. Demonstrating expert knowledge of contract provisions and Government procurement programs and ability to interpret and apply contract clauses. 2. Understanding detailed knowledge of the Federal Acquisition Regulations (FAR), Defense Federal Acquisitions Regulations (DFARS), Navy Marine Corp Acquisition Regulations (NMCARs). 3. Providing outstanding communication skills both written and oral as they will be responsible to prepare instructional material and present the information to varied audiences. 4. Implementing and delivering a comprehensive mentoring program to identify the needs, skills and knowledge of contracting practices within the Contracts Department. 5.Creating and updating policies and procedures; research, interpret, and stay updated on relevant laws, regulations, and policies related to contract management. 6. Providing training to the team in, but not limited to, contract policy guidance, formulation, and updates to support contracting issues based on relevant Federal Acquisition Regulation (FAR), Department of Defense FAR Supplement (DFARS), the Navy Marine Corps Acquisition Regulation Supplement (NMCARS), DoD, NAVY, NAVSEA and CNRMC policy and other relevant Government or commercial policies and procedures. Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials. Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment. Failure to meet these requirements could result in disciplinary action and/or removal from employment.
