Job description
Summary You will serve as a LOGISTICS MANAGEMENT SPECIALIST (ORDNANCE) in the FLEET ORDNANCE & SUPPLY DIVISION/FLEET ORDNANCE BRANCH of COMMANDER US FLEET FORCES COMMAND. Duties You will serve as a Fleet-wide expert of ordnance related issues, to include explosives safety, Fleet Ordnance Support, optimizing ordnance positioning, ordnance load plan development, and management of Non-Combat Expenditure Allocation (NCEA). You will receive, review, and coordinate the development of consensus on ordnance readiness, training and testing requirements. You will establish ordnance resources for execution of the Optimized Fleet Response Plan and resolution of readiness issues. You will assist USFF's Requirements and Operations Directorates and TYCOMs with developing Fleet ordnance readiness assessments and collaborate with the PPBE regarding process and policy decisions. You will represent USFF at meetings, briefings, and other advisory forums hosted by DoD organization and other federal departments on matters pertaining to Fleet ordnance readiness. You will evaluate, monitor, and coordinate development of ordnance load plans and ship ordnance allowances. You will coordinate with OPNAV, USFF Requirements and Operations directorates, Fleet Commanders, and TYCOMs, and direct positioning of ordnance asserts in support of Fleet ordnance readiness and sustainability. You will analyze, conduct comprehensive and independent reviews of integrated ordnance systems, programs and initiatives. You will review, analyze, and develop proposals for initiatives regarding changes to existing ordnance management processes. You will develop and coordinate the implementation plans for new, innovative or revise technologies, techniques, theories, and concepts of logistics processes. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications To qualify for the LOGISTICS MANAGEMENT SPECIALIST (ORDNANCE) position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in ordnance related issues, including Explosives Safety, Fleet Ordnance Support, optimizing ordnance positioning, ordnance load plan development, and management of Non-Combat Expenditure Allocation (NCEA).
Experience researching explosives safety programs ensuring procedures are consistent with requirements and are implemented per Navy policies.
Experience as a technical authority in interpreting explosives safety legislation at the federal, state, and local levels; to include the Department of Defense and the Department of the Navy Experience analyzing explosives safety event waivers, exemptions, or other deviations from standard policies and procedures or Explosives Safety Quantity Distance (ESQD) requirements for trends; to include applying knowledge and experience towards improvement of ordnance handling operations for subordinate commands.
Experience leading subordinate commands on the oversight of explosives safety programs and routinely briefing program issues to senior leadership.
Experience providing analytical advice regarding ordnance program execution and ordnance support development.
