Job description

Duties You will serve as CIVMAR Program Manager and expert technical advisor and senior administrator to the Deputy Director, Total Force Management Program Office (TFM). You will perform broad and complex studies and analysis across organizational and functional lines on a variety of projects. You will exercise authority for the full range of personnel actions and organizational design proposals recommended by subordinates. You will provide management staff and outside groups with continual guidance and information on TFM policies, practices and strategies for a variety of management initiatives Requirements Conditions of Employment Must be a US Citizen. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience in applying a wide range of qualitative and quantitative analytical, modeling, and evaluation methods to identify problems and provide advisory services for improving program effectiveness and efficiency. - Experience in planning, organizing, and directing comprehensive studies to address complex issues. - Experience in designing and executing research plans, coordinating multidisciplinary teams, and delivering actionable insights that drive strategic initiatives. - Experience in understanding and leveraging the Command's missions, programs, organizational structure, relationships, and lines of authority to effectively navigate and influence decision-making processes. - Experience in managing ship operations, including the working conditions and employment criteria for civilian mariners, US Coast Guard credentialing requirements, and maritime training. - Experience in analyzing the private sector maritime labor market, determining mariner manpower needs, recruiting and hiring practices, and evaluating mariner competencies and quality of life values. - Experience in applying process improvement techniques such as Lean Six Sigma, change management strategies, and human capital analysis to enhance organizational performance. - Experience in using organizational theory and behavior principles, emotional intelligence, and leadership principles to foster a productive and engaged workforce. - Experience in applying principles, concepts, and practices of Navy civilian and military manpower processes, systems, and management for both ashore and afloat scenarios to optimize manpower allocation and operational efficiency. - Experience in justifying or resolving significant or controversial issues at senior levels by effectively interfacing, communicating, and negotiating to achieve agreements on matters of considerable importance. - Experience in utilizing advanced communications skills to present, persuade, defend, and document rationale for actions. - Experience in formulating policies, developing effective programs and plans, and articulating strategic objectives both orally and in writing to diverse audiences. - Experience supervising and directing subordinate supervisors in the establishment of goals and objectives, work planning and organization, work assignments, and personnel management responsibilities.
