Summary / Objective: This team provides SETA (System Engineering and Technical Assistance) support to Naval Sea Systems Command (NAVSEA) 04X Operations. SEA 04X provides management direction to the Naval Shipyards (NSYs) and Regional Maintenance Centers (RMCs) and serves as the Headquarters for Depot Level Maintenance. SEA 04X objectives are to improve business performance through project management excellence and competencies by coordinating management of NSY project execution efforts. The objectives of such actions will be to increase individual effectiveness, learning solution quality, and reduce overall program costs. General Duties or Experience: This Program Operations Management position will work with a dynamic team, providing Scientific, Engineering, Technical, and Analytical (SETA) support for: Naval Sea Systems Command (NAVSEA). The Program Manager conducts overall planning and direction of support efforts of SEA 04X. The Program Manager is responsible for the overall program definition, organization, and direction of short and long-range plans. This includes responsibility for formulating, guiding, and directing the technical approach; and defining and negotiating with activity and agency personnel for necessary resources. The Program Manager establishes and controls technical milestones, schedules, budgets, and costs. Provide periodic updates, reports and briefings discussing activities, observations, findings, and recommendations, as directed by the Government Task Manager.
Utilizing the individual NSY Command Philosophy, Guiding Principles, High Performance Organization Model, DoD Civilian Leadership Development Framework, and any other critical sources provided by Shipyard leaders.
Identify gaps, make recommendations, and help document and institutionalize decisions.
Design and propose a strategic business and execution approach for supervisory/mid-level manager coaching with defined process and performance expectations, measures and metrics aligned to drive the behaviors and results desired by the command.
Provide for NSY daily deck-plate interactive development and coaching of the core tools and processes that enable the Shipyard to peak performance. Required education and experience: A Bachelor's degree in Business, Management, Project Management or related field 8 years of relevant experience.

Supervisory Responsibility: Individual selected would be responsible for overseeing overall contract execution and supervision of a geographically dispersed team of up to 130 personnel with multiple subcontractors supporting. Position Type/Expected Hours of Work: The typical workday is eight hours in length. Some flexibility in hours is allowed, with concurrence from the supervisor. The employee must be available during the "core" work hours of 9:00 a.m. to 3:00 p.m. and must account for the hours in a pay period to maintain full-time status.
