Duties You will serve as a project management expert for the planning, design and construction execution of difficult and highly complex or controversial projects with far reaching scope and effect for the Navy, Marine Corps, and other Supported Commands. You will provide leadership and expert project management technical skills for project planning, budgeting, programming, engineering, design, contract procurement, and construction execution of shore facilities. You will review the work of others for conformance with applicable criteria to ensure safety, quality, cost effectiveness, and that congressional, environmental, and administrative constraints are not exceeded or violated. You will assign work to subordinates based on priorities, considering the complexity and requirements of the assignments, the type of work, existing workload, and the capabilities and capacities of the employees. You will identify training needs of subordinates, initiate on-the-job training, and recommend formal training necessary for professional development. Qualifications This position has a Selective Placement Factor (SPF) that will be used to screen out ineligible candidates. The SPF is current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. In addition to the SPF and Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:1. Provide project management leadership, training, and mentoring in the area of project management for project planning, budgeting, programming, engineering, design, contract procurement, and construction execution.2. Project management for Mega-projects through technical engineering and/or architectural services including development and management of project scope, schedule, design and construction cost estimates, project quality, and acquisition strategies.3. Monitors project cost and scope amounts during planning, design and construction contract execution.4. Communicates effectively through oral and written expressions, and work effectively with other professionals; field questions; de-conflict issues and defend policies.5. Expert knowledge of facilities acquisition, as well as project funding authority levels and sources, contract requirements, contract documents, proposal and bidding procedures.6.Professional registration as an Engineer or Architect is required. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
