C5I Logistics Expert Job Description Summary: The C5I Logistics Expert will support the United States Coast Guard (USCG) Command, Control, Communication, Computer, Cyber and Information Service Center (C5ISC) Business Operations Division Acquisition Integration Branch (BOD-AIB). The C5I Logistics Expert will serve as liaison on Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C5ISCSR) Operational, System and Technical Architectures, Operational Logistics Support Plans (OLSPs), Integrated Logistics Support Plans (ILSPs), and Electronics Integrated Logistics Support Plans (EILSPs), and electronic systems specifications development. As the subject matter expert, the C5I Logistics Expert will work with the Technical Lead/Delivery Lead to capture and report service delivery status in accordance with USCG requirements. Specifically, the C5I Logistics Expert will provide knowledge support by attending meetings and working with acquisition stakeholders to ensure a centralized input and engagement process. The C5I Logistics Expert will identify and address internal and cross organizational process and policy gaps, establish support processes, and refine system acquisition and support contracting. The C5I Logistics Expert will then use knowledge of system lifecycles and Contract Data Requirements List (CDRL) to improve sustainment efficiency while ensuring compliance with the USCG Mission Support Business Model. Roles & Responsibilities: • Support the acquisition and transition to sustainment of the C5I equipment and capability for surface, air, and shore assets including definition of operational and functional and technical requirements, and Resource Proposals (RPs). • To ensure cross-Directorate requirements are addressed, review and refine C5I artifacts to include Operational, System and Technical Architectures, surface electronic system specifications, OLSPs, ILSPs, and EILSPs. • Liaison with USCG Acquisition programs to include the National Security Cutter (NSC), Offshore Patrol Cutter (OPC), Fast Response Cutter (FRC), Polar Security Cutter (PSC), In-Service Vessel Sustainment (ISVS), Standard/Cutter/Boat acquisitions, and Aviation, to ensure seamless transition of C5I systems to a sustainment state. • Support Sea-Trials of USCG assets to ensure C5I requirements are met, and risks are identified. • Work with stakeholders to research, collect, track, and monitor information regarding C5I systems. • Provide support to improve and refine system acquisition and support contracting including the CDRL review process, sparing philosophies, logistics, and finance. • Occasion travel required. Qualifications/Requirements: • Minimum of seven (7) years of management consulting experience. • Bachelor's degree in business, information systems, Project Management, or a related field experience. • Knowledgeable in the Department of Homeland Security or Department of Defense system and logistics lifecycles, particularly in the sustainment phase and the transition from acquisition to sustainment phases. • Knowledge and understanding of the multiple tiers of support, helpdesk functions, and customer support. • Direct experience developing project management methodologies (processes, best practices, tools, and templates). Eligibility Requirements: • Ability to pass a Public Trust background investigation. Desired Skills: • Strong interpersonal, written and oral communication skills. • Self-starter with the ability to work effectively independently and in team settings to include close collaboration with program managers. • Proven ability to support multiple projects simultaneously in a deadline driven process. • Experience in building and managing client relationships. • Proficiency in the Microsoft Office Suite and Microsoft Visio. • DoD or US Coast Guard C5ISR logistics experience. Location: • Hybrid - Either Washington DC or Portsmouth, VA to attend onsite meetings when required/desired by USCG personnel.
