Job description

Duties As a Marine Transportation Specialist, the incumbent serves as a Marine Transportation Specialist and supports access to navigable waterways for mariners, facilitates effective and efficient movement of commerce, and promotes a safe, secure, and environmentally sound marine transportation system (MTS) as a component of the national transportation network within the Atlantic Area's Area of Responsibility (AOR). Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Leading regional marine planning efforts including coordinating waterways analysis, implementing navigation safety schemes, conducting port access route studies, and participating in marine planning events and forums. Providing procedures for assessing and mitigating the risk posed by novel and changing of existing uses of the MTS and marine environment, with Coast Guard Headquarters Offices of Waterways and Ocean Policy (CG-WWM) and Navigation Systems (CG-NAV). Serving as a consultant on key navigational matters as they relate to development and application of international and U.S. laws and policies. Leading and coordinating the Waterways Analysis and Management System (WAMS) program used by the Section Chief to plan, evaluate, and implement a cost-wise and effective aids to navigation (ATON) program. Planning and developing standard environmental operating procedures and other Atlantic Area-level environmental planning policy and procedures related to waterways management and ATON programs as well as maintaining current knowledge of National Environmental Policy Act (NEPA), the Endangered Species Act (ESA), and all natural and historic and cultural resource mandates. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. A one-year probationary period may be required. The position requires a valid state driver's license. This position requires a Secret clearance. Must obtain and hold an environmental planning warrant. Duties may include working outside of normal business hours. Subject to relocation to alternate Continuity of Operations site. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications To qualify for the GS-13 level, applicants must have at least one (1) year of specialized experience equivalent to the GS-12 level in Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to perform successfully the duties of this position and is typically in or related to this line of work. Specialized experience includes experience that involved marine planning and permitting processes; applying new information and theories to problem solving and to modify methods to resolve a variety of technical problems or challenges; Federal Aids to Navigation system and Federal regulations pertaining to Private Aids to Navigation; planning and budgeting processes; planning, organizing and directing team study work and negotiating with management to accept and implement recommendations. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Knowledge of applicable laws, regulations and Coast Guard policies relating to the Traffic Separation Schemes, Port Access Route Studies, Navigation Regulations and Ship Routing Measures. Knowledge of National Environmental Policy Act, Coastal Zone Management Act, National Historical Preservation Act and other applicable environmental laws impacting waterways and aids to navigation program management activities.
