Job description

Duties As a INFORMATION TECHNOLOGY SPECIALIST (SYSTEMS ADMINISTRATION) you will be responsible for the following duties: Provide expert network technical and managerial support to OCIO IT Enterprise Operations to maintain operations, upgrade and optimize service delivery. Serve as the Network Specialist in the ITEO Network Services Branch providing network technical and project support, maintain and restore network service operations in support of the DCSA remote field offices and workforce. Support the Chief Network Services in planning and deploying short and long-range automation projects to support the DCSA enterprise network infrastructure. Provide comprehensive analysis and organized data to guide management on decisions pertaining to Agency-wide network support. Maintains contact with technical and customer service representatives to plan and coordinate work, ensure are up-to-date with system design, and resolve operational problems. Maintains effective relationships with upper-level management, system administrators, and commercial vendors to stay abreast of improvements and advances in information technology and service Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; Evaluating work performance of subordinates; Giving advice, counsel, or instruction to employees on both work and administrative matters Direct or participate in complex projects and provides expert technical assistance to maximize the utilization of technology to attain economies and productivity for agency. Develop specifications for proposals for the procurement of new and/or revised information technology systems. Develops new concepts in cost avoidance modeling to provide the most cost-effective services. Conducts studies and comparative analyses to assess the effectiveness of programs implementation. Makes recommendations based on findings and presents to upper-level management. Qualifications This position has a Basic Requirement for the 2210:For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG -12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: experience with enterprise network operations, data center operations and infrastructure upgrade planning and deployment of short and long-range network projects for headquarters and field offices; experience with various MPLS networks and LAN/WAN technology; VPN, Firewall, load balancers, routers and switches; experience in planning and deployment of various network upgrades, services and components; support, manage, and oversee unclassified and classified WAN and LAN environment; experience planning, developing, deploying, and managing processes across the information systems/services life cycle to ensure information technology capabilities meet current and future organizational and enterprise missions; experience with gathering and documenting new field office's IT network requirement from site surveys; and experience with IT purchases and circuit ordering. Specifically you will be evaluated on the following competencies: Network Operation- Implement, operate, monitor, troubleshoot and/or maintain network systems and associated activities. Attention to Detail- Is thorough when performing work and conscientious about attending to detail. Information Technology Capacity Management-Plan or monitor to ensure Information Technology capacity meets current and future business requirements and performance metrics. Network Management-Knowledge of the operation, management, and maintenance of network and telecommunication systems and linked systems and peripherals. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
