Job description

Duties Serves as senior AFOSI Information System Security Manager (ISSM). Provides Cybersecurity Guidance for IT Projects. Serves as senior cybersecurity technical lead for program/system execution of DoD Information Network (DoDIN) operations. Serves as senior a cybersecurity subject matter expert (SME) for Acquisition efforts. Accomplishes cybersecurity coordination as a senior representative to organization. Manages the AF IC Cyber Assurance program to ensure MAJCOM level compliance with related AF, Department of Defense, and Intelligence Community guidance. This position is designated Special Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI). Other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This is a Drug Testing Designated position. The incumbent is subject to random drug testing for drug use. Work may require travel away from the normal duty station on military and commercial aircraft. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. The incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties .A waiver of this six month requirement may be granted. Failure to receive the proper IA certification may result in removal from this position. The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. DNRP is authorized. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). SPECIALIZED EXPERIENCE: Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes; applying a wide range of IT security principles, methods, techniques, and procedures related to access control; application development; contingency planning; cryptography; governance and risk management; laws, regulations, investigations, and compliance; networking, physical and environmental security; personnel, industrial, and information security; and secure systems operations and maintenance in order to implement a comprehensive, integrated cybersecurity program, achieving and preserving confidentiality, integrity, and availability (CIA) triad, across multiple AF enterprise-level AFOSI IT programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Mastery of and skill in applying a wide range of IT security principles, methods, techniques, and procedures related to access control; application development; contingency planning; cryptography; governance and risk management; laws, regulations, investigations, and compliance; networking, physical and environmental security; personnel, industrial, and information security; and secure systems operations and maintenance. 2. Mastery of and skill in applying risk assessment and management principles, methods, techniques, and procedures to include identification and mitigation of threats and vulnerabilities, as well as likelihood and magnitude of business and/or mission impacts. 3. Ability to plan, organize, and direct the functions of a staff of IT Specialists in support of cybersecurity. Mastery of and skill in applying IT operations and service management principles, methods, techniques, and procedures, particularly those related to secure operations and maintenance of systems, e.g., access control, audit and accountability, secure configuration management, incident response, media protection, physical and environmental protection, personnel security, information security, industrial security, system and communications protection, and system and information integrity. 4. Mastery of and skill applying acquisition and integrated lifecycle management principles, methods, techniques and procedures, as needed to integrate IT security into organizationally managed programs/systems by working collaboratively with other functional disciplines, such as program managers, systems engineers, contracting officers, and financial managers. In-depth knowledge of a wide variety of established commercial applications software programs and how they interrelate and function within various environments. 5. Ability to serve as a project lead or team leader of special projects, sufficient to lead IT development teams, provide technical guidance and integrate multi-agency applications software. 6. Ability to make judgments, recommendations, effectively communicate orally and in writing; prepare and present briefings; and prepare various documents. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
