Job description

Summary: The Joint-Level Exercise Scenario Developer - Journeyman shall development of training scenarios on par with those utilized in Joint Professional Military Education (JPME) and tailored to facilitate exercise employment of influence-based capabilities (e.g. PSYOP, COMMSTRAT and CA) as well as technical capabilities (e.g. cyber, EW and IJISTO). This includes development of in-depth scenario introduction materials, commonly known as Road to War (RTW), robust simulated and actual all-source intelligence materials, and initiating directives that are appropriate to the specified size and type of command. The contractor shall develop exercise materials suitable for a Joint National Training Capability (JNTC) certified exercise. The contractor shall possess working knowledge of Marine Corps Air-Ground Task Force (MAGTF) standing organizations (e.g. MEF, MEB, MEU) and contemporary Marine Corps and Joint-level crisis response organizations. Tasks may require off-site support and periodic CONUS and OCONUS travel. Responsibilities Essential Job Functions: Assist in the development of exercise concept and plan of action and milestones based on Marine Corps Information Operations Center (MCIOC) requirement. Assist MCIOC with developing an appropriate problem that would necessitate a USGOV response, while also determining the appropriate type and size of military force that would be employed. Assist MCIOC with developing appropriate tasks to feed into a simulated initiating directive. Assist MCIOC with determining appropriate Lines of Operation/Effort (LOO/LOE) and other Operational Art elements for use in the simulated initiating directive. Assist in the development of an initiating directive that is formatted appropriately for the command being simulated in the exercise. Assist in conducting extensive research on the exercise area of operations including open source and classified materials and develop a RTW that is based upon factual data to the greatest extent practical. Assist in the creation of fictional data as required to fill information gaps and enhance RTW development. Assist in conducting extensive all-source intelligence research focused on the exercise area of operations including target audience civil, social and communications characteristics; as well as civilian and adversary cyber space and related infrastructure and networks, electromagnetic spectrum communications networks; and other relevant IE factors; and develop robust intelligence materials to facilitate effective exercise planning. Assist in the development of operational-planning products to replicate phased planning functions of a Joint Operational Planning Group (JPG), or Operational Planning Team (OPT), to facilitate exercise OIE planning functions. Coordinate peer-review of all scenario materials to ensure accuracy and relevance including SMEs related to PSYOP, COMMSTRAT, CA, Cyber, EW and IJISTO. Assist in conducting in progress reviews with MCIOC. Brief RTW and other scenario materials to exercise participants during the IWX and other exercises. Provide ad hoc revisions and support RFI management throughout the conduct of the IWX and other exercises. Participate in and support the Narration Team during the IWX. Provide review and change recommendations to the Marine Corps Task List (MCTL) and Mission Essential Task List (METL) Conferences and OAGs as related to OIE and applicable IRCs. Qualifications Necessary Skills and Knowledge: Strong understanding of military operations and joint force interoperability concepts and principles. Experience with scenario development tools and software, such as Joint Training Information Management System (JTIMS) or similar platforms. Excellent communication and interpersonal skills, with the ability to collaborate effectively with exercise planners, subject matter experts, and technical teams. Strong analytical and problem-solving skills, with the ability to think critically and creatively to develop challenging and realistic training scenarios. Flexibility and adaptability to work in a dynamic and fast-paced environment, managing multiple tasks and priorities simultaneously. Minimum Qualifications: Education must be a Bachelor's degree level plus three years of related work experience. In lieu of this requirement, 6 years total work experience in the specific task OR an associate's degree plus 4 years work experience in the specific task may be substituted. Must be a US citizen. Must have an ACTIVE DoD Top Secret Clearance.
