Duties Duty 1: Incumbent serves as a Security Specialist for one or more security programs (e.g., Special Security, Personnel, Physical, Information, Industrial and their associated training requirements). Duty 2: Provides oversight and direction for assigned Security Program(s) in accordance with applicable DoD and USAF directives. Duty 3: Manage and Evaluate Security Programs. Employee must be able to obtain and retain a Top Secret security clearance/access. Incumbent may be required to work other than normal duty hours. May be subject to recall during times of emergencies. This is a drug testing designated position (TDP). The employee is subject to random drug testing. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Asset Protection Professional Certification (SAPPC) conferrals are required within 2 years of the established employee EOD. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying Broad and comprehensive knowledge of security concepts, Executive Orders, Department of Defense (DoD) Directives, regulations, and manuals governing Information, Physical, Personnel and Industrial Security Programs. Knowledge of organization's unique mission requirements to multiple federal agencies, joint services, state and local governments, to develop, define and direct required security principles and practices. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of security concepts, principles, and practices to plan and implement security procedures; and to review, analyze, and resolve difficult and complex problems for a muti-functional security program (i.e., special, operational, physical, personnel, and information security) within the organization. 2. Detailed knowledge of security incident handling, to include computer incidents and incidents caused by human error and negligence. 3. In-depth knowledge of security classification methods, concepts, and eligibility for access to classified or sensitive information to maintain an efficient and effective security program. 4. Practical knowledge of DoD, DIA, and other Air Force missions, functions, goats, and objectives. 5. Ability to effectively write and orally communicate security information to various audiences, to include line staff and management. 6. Ability to establish effective professional working relationships with coworkers, contributing to a cooperative working environment and successful accomplishment of the mission. 7. Ability to interact with personnel at all levels of command in all kinds of situations, to include processing very sensitive information about personnel, handling alarm activation's, interfacing with civilian, federal, and military police forces, and keeping calm in emergency situations. 8. Ability to effectively plan, assess, monitor and use various computer programs with diverse applications. 9. Ability to instruct students on a variety of topics crucial to today's Air Force, to include areas in security management, risk assessment, force protection, and information operations. Other Significant Facts: Work is often sedentary; however, office visits, staff coordination and other actions may require frequent visits to other on and off base agencies. Inspections may involve some physical exertion and dexterity, especially in areas located out of doors. Travel to attend meetings and conferences at other locations and installations will be required on a periodic basis. Use of protective safety gear may be required when inspecting, analyzing and assessing security facilities and functions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education This job does not have an education qualification requirement.
