Job description

TITLE: Procurement Analyst TASKS:
• Support the full-lifecycle Government acquisition process
• Elicit requirements using market research, interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases, scenarios, business analysis, task and workflow analysis. Translate information into procurement-ready packages.
• Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.
• Responsible for the analysis, evaluation, approving or redirecting of the strategy, plans, and techniques of pre-award and post-award functions involving highly specialized procurements for several information systems programs/projects.
? Provide Pre-Award Contract Business Support to the PD ALTESS mission by working with Contracting Officers to provide complete, compliant, and accurate documentation that is required for contract acquisition packages.
? Review purchase requests and requirements packages for accuracy and completeness, ensures appropriate funding and required waivers, certifications, approvals, and compliances have been obtained, and resolves problems with requesting activities.
? Prepare and coordinates acquisition plans.
? Proactively communicate and collaborate with external and internal customers to analyze information needs and functional requirements and deliver the following artifacts as needed: (Functional requirements (Business Requirements Document .
? Utilize experience in using enterprise-wide requirements definition and management systems and methodologies required.
? Successfully engage in multiple acquisition initiatives simultaneously.
? Work independently with users to define concepts and under of the Government Team Lead.
MUST HAVES:
• 2 years experience in supporting the Government acquisition process at a Government location
• Proven experience in researching, developing and compiling procurement-related documentation to include Performance Work Statements, Justification and Authorization documents, Market Research reports, Requirements specifications, etc.
• Experience in the full-lifecycle requirements development process. Candidate will perform requirements discovery and formalization in coordination with multiple Government teams.
• Excellent analytic and organization skills with a keen attention to detail, sound judgement, solid technical skills, communication skills, and the ability to work effectively with customers and IT management and staff.
- Must be self-directed, customer-focused, process-oriented, logical and tenacious. You must be able to develop new ideas for ways to streamline efforts while maintaining quality; must be willing to apply extra effort when it is necessary; must accept responsibility for your own work; and willing to assist others as the situation demands.
- Strong technical background.
Must Have Active Secret Clearance
• Bachelor's 5 yrs or Associate's 7 yrs
