Overview SOSi is currently seeking a Contracts Manager to join our team in Reston, VA. The Contracts Manager will support the mission of the SOSi Contracts Department by managing government and commercial contracts activities across multiple business units. Candidates must possess knowledge and understanding of professional Contracts Administration within the Federal Government Agencies. The Contracts Manager supports the bid, capture, and contract negotiation processes. This role will also provide overall contract compliance in accordance with contract requirements, company policy and procedures, and applicable laws. This is a fast-paced job that demands flexibility and adaptability to changing circumstances. This role requires strong organizational and time management skills. The candidate also must be able to work independently with little supervision. Essential Job Duties Work with the Sr. Contracts Manager and other functions including Business Development, Communications, Program Management, Finance, and the Legal team on bid and proposal preparation, contract negotiation, contract review, and administration.
Ensure compliance with contracting policies, laws, and regulations including, but not limited to, Federal Acquisition Regulations, Defense Federal Acquisition Regulation Supplements, Cost Accounting Standards, Export Administration Regulations, and International Traffic in Arms Regulations.
Perform as point-of-contact for assigned customer portfolio and serve as the main customer interface for all contract related matters. Foster strong relationships with customers, partners, and other internal and external stakeholders.
Manage and monitor the performance of contracts and agreements for conformance to the original proposal and to ensure that terms and conditions are met. Analyze and concisely summarize contractual obligations, commitments, and performance. Coordinate flow-downs of terms and conditions with the necessary functional departments. Analyze the impact of modifications and revisions to contract terms and prepare recommendations and risk reviews for management. Assist with preparation of REAs and claims. Monitor and respond to CPARs. Coordinate contract closeout requirements.
Coordinate with Program Management to submit CDRL data deliverables to customers.
Participate in proposal planning and preparation. Review solicitation documents and draft contract terms. Advise as to the acceptability and provide risk mitigation strategies.
Review, draft, and negotiate pre-award related contractual agreements to include NDAs, TAs, Memorandum of Understanding (MOUs), Software License Agreements (SLAs), and Software Reseller Agreements.
Provide the highest customer service experience to our external customers and internal customers.
Maintain an accurate audit file for each contract, which will include the original contract, all correspondences, changes/deviations, amendments, and clarifications.
Coordinate across other departments, including Billing, Finance, Procurement Pricing, and Compliance. Collaborate with other members of the Contracts Department to identify and consolidate critical contract data. Minimum Requirements Active in-scope DoD Top Secret, SCI eligible, and ability to obtain/maintain security clearance. Bachelor's degree in Business or related field required.
Minimum of 6 years of full life cycle contract administration experience of Federal Government contracts, teaming agreements, NDAs, consulting agreements, and other contractual agreements.
Experience with intellectual property, data rights, and commercial software and data sales agreements.
Ability to effectively utilize and manage contract portfolio within Contract Management software.
Detailed knowledge of FAR, DFAR, CAS, and related agency implementing regulations are required.
Experience with all types of contracts (Cost Type, FFP, T&M, IDIQ contracts, GWACS, and GSA), including reviewing and understanding pricing, representations, and certifications, and subcontracting issues.
Experience negotiating favorable terms on Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), contracts and subcontracts, etc.
Experience with processing REAs and Claims.
Excellent interpersonal, oral, and written communication skills. Ability to present to varying seniority levels both internally and externally.
Highly organized individual with the ability to conduct business in a professional manner. Strong organization skills and ability to prioritize.
Excellent writing skills, including drafting of contract correspondence, terms and conditions, and statements of work.
Ability and willingness to learn and thrive in a fast-paced, rapidly changing environment.
Demonstrated ability to manage multiple tasks simultaneously without sacrificing quality or timeliness.
Excellent critical reasoning and problem-solving skills. Preferred Qualifications Knowledge of ITAR, EAR, and related U.S. regulations.
Familiarity with finance and accounting procedures. Work Environment Working conditions are normal for an office environment.
Travel required up to 25% the time, including to international and possibly hazardous locations.
Fast paced, deadline-oriented environment.
May require periods of non-traditional working hours including consecutive nights or weekends (if applicable).
