We are looking for an Expert Financial Analyst to provide requirements management, financial/accounting and acquisition process support in accordance with the full scope of laws, regulations, and policies affecting the Agency's accounting services, systems, and operations. Manages the more complex tasks/assignments and provides oversight and assistance to senior financial analyst. Position Type: Full time, W2 salaried plus benefits
Location: 12300 Sunrise Valley Dr, Reston, VA
Clearance: Top Secret/SCI Responsibilities Serves as the on-site single point of contact with the government's COR;
Monitors contractor personnel and works with the COR to maintain performance objectives and goals;
Assist government leads and technical experts with developing, managing and monitoring FMPs spend plan/budget throughout the fiscal year;
Ensuring timely processing of requirements, request funding authorization forms, or budget transfers as approved by government lead;
Provide regular status reporting and change requests as required/needed;
Verifies proper use of funds and monitors status of financial activity and obligation targets;
Identify and monitor FMP transactions and performance to identify trends/anomalies and their significance to ongoing programs and operations;
Assist government lead in requirements development;
Provide a calendar of events for FMP quarterly budget execution; ensuring all known requirements are processed in the quarter required by CFO;
Assist in the preparation of and/or review acquisition support documentation for accuracy, compliance with Agency and DoD acquisition and financial policy, to include Determination & Findings memo, Statements of Work (SOWs), Independent Government Cost Estimates (IGCE), CAF Clin Form, DD Form 254 forms to ensure completeness for inclusion in PR packages as required;
Create/complete Acquisition Planning Record (APR), Purchase Requests (PR), in the DIA Contract Management System (CMS), and track progress of CMS packages, until fully approved, committed and obligated;
Assist with preparation of Support Agreements, follow status of agreements submitted by FAAM for approval and signatures until fully approved and add to FMP purchase request folder;
Follow CMS packages through fund certification, ensuring timely commitment and obligation, making corrections as needed and approved;
Develop a collaborative process within FMP to reduce unliquidated obligations and ensure all expiring funded documents are closed out in a timely manner;
Prepare invoice receiving acceptance forms, submit to TPOC for signature and upload signed document to MIPR Acceptance and Logging Tool (MALT);
Run Account Detail Reports (ADR) in FACTS as needed to reconcile expenses, prepare documentation to identify low or high contract burn rate with TPOC as it relates to purchase requests advising if additional funds are needed or if funds need to be reduced, and the reasoning;
Develop requirement prioritization list for FMP leadership, facilitating their decisions related to unfunded requirements, adjustments to the FMP spend plan, and to support fiscal year close-out;
Continually review internal financial operations, regulations and procedures to ensure compliance with laws, directives, and regulations Requirements At least 15 years working within federal government budget formulation and execution, with extensive experience in non-expiring fund execution, monitoring, financial reporting with lengthy experience in managing federal budgets over $20M.
