iQuasar, LLC is seeking to fill the Portfolio Manager position in Reston, VA. iQuasar is an
18+ year old Northern Virginia company delivering recruitment, proposal development,
digital marketing, software development, and IT solutions to Small and Medium Businesses
(SMB) and Government contractors in technology and Civil Engineering verticals. We are
experienced in working with Federal, State, and Local Governments as well as commercial
clients. One of our clients in Reston, VA needs a Portfolio Manager for a permanent position.

One of our clients has an exciting opportunity for a Portfolio Manager to join our growing
team. We require a minimum of 9 years of experience conducting analysis relevant to the
specific labor category with relevant experience within the last 2 years. Work is highly
independent, and typically reports to a manager or head of unit/department. Responsibilities: The contractor shall provide advice and support to the agency's senior staff, Chief
Financial Officer (CFO), DIEM management, and stakeholders across the DIE for
approaches to identify, gain insight into DIEM investments, and gain oversight
through programmatic realignments and other strategies.
Analyzes project requirements from inception to closeout and develops solutions to
the agency's needs. Responsible for business improvement services in life cycle
administration and management of contracts, contract negations; proposal guidance,
preparation, and management assistance.
Duties include, but are not limited to, market analysis, purchase justifications,
material lifecycle plans, bills of material, cost estimates, as well as product and
service-oriented draft statements of work.
Provides services to coordinate and support the development of customer needs
statements, Requests for Information (RFIs) and Requests for Quotes (RFQs).
Coordinates, reviews, and presents vendor responses to RFIs, RFQs and service
requests, and acquisition planning.
Prepares Request for Proposals (RFP)/Invitation for Bids (IFB) preparation guidance,
market research/ analysis, and selection and administration of terms and conditions.
Prepare contract awards and modifications for the Contracting Officer's signature.
Performs initial cost and price analysis on proposals received.
Supports the Contracting Officer (CO) during the source selection process. Drafts
contract negotiation memoranda and contract modifications for CO. Support the CO in documenting evaluation of performance, contract termination, and contract
closeout.
Create/Maintain Contract file folders, prepare solicitation documentation, and review
proposals for compliance - contract modifications.
Individuals shall also possess extensive working knowledge of the FAR and DFAR
and agency supplements as required. Qualifications: Require 9-12 years of experience conducting and performing relevant actions specific
to the labor category with relevant experience within the last 2 years. Work is highly
independent.
Bachelor's degree in an area related to the labor category from a college or university
accredited by an agency recognized by the U.S. Department of Education.
Performs functions that assist the government in the management of the Finance and
Acquisition functional portfolio, investment management and Capital Planning and
Investment Control (CPIC) process, and strategic planning and coordination with
external stakeholders
Demonstrates in-depth knowledge and understanding of the labor category activities
required to meet mission requirements.
