Responsibilities DIGIT is seeking a Program Control Analyst to create, manage invoice life cycle and support other program requirements for the Digit contract. The Program Control Analyst will be responsible for invoicing, subcontract purchase requests, purchase orders, assisting with timesheets, and additional ad hoc reporting. This is a great position for someone early in their financial career, to learn a variety of software systems, learn accounting best practices, and grow within a financial team. Responsibilities: This position shall perform the following (to include but not limited to) activities: Responsible for creating complex monthly invoices for CP contract Responsible for invoice submission to GSA, tracking of payment deadlines and corrective actions. Responsible for tracking timeline for response from customer regarding questions and providing resolution with detailed notes/documentation. Perform month-to-month invoice cost analysis with supporting documentation. Analyze invoices for rate and hour accuracy in line with contract deliverables. Analyze, track and complete Digit Labor Matrix to align with monthly deliverables Responsible for reviewing labor and ODC cost to ensure they are in alignment with the correct CLIN structure. Track and verify delivery/receipt of materials. Prepare monthly cost accruals and/or journal entries. Ensure employees and subcontractors submit time in T&E on time and accurately. Manage employee and subcontractor workforce. Interface with Payroll and IT to ensure employees and Subcontractors are set up properly. Assist in setting up charge codes. Maintain a log of eligible charge codes and corresponding descriptions. Perform monthly cash flow, aging retention, and unbilled analysis. Interact effectively with customers, program managers, finance, and other departments. Participate in the ongoing departmental meetings regarding procedures as well as roles and responsibilities. Assist in preparation of contract closeout. Audit support as needed. - Perform other duties as assigned. Qualifications Requirements: - Public Trust Clearance by start date. - 4-9 years of experience and bachelor's degree (Economics, Finance or Accounting Degree preferred) - Experience demonstrating time management and self-discipline with cultural change management and Agile mindset. - Applies fundamental concepts, processes, practices, and procedures on technical assignments. Performs work that requires practical experience and training. Work is performed under supervision. - Plan, direct, or coordinate activities in such fields as electronic data processing, information systems, systems analysis, and computer programming. - Proven ability to work independently with limited supervision and may supervise/lead others. - Possess the ability to communicate in both oral and written forms, demonstrating an ability to communicate effectively with all levels of staff as well as clients. - Maintain standard working hours per the DIGIT contract and to be available for meetings, and other collaborative efforts during working hours. - Demonstrated ability to apply comprehensive knowledge across key tasks and high impact assignments with the ability to use practical experience and training to determine how to accomplish tasks. - Familiarity with Microsoft Office (Word, Excel, PowerPoint, Outlook). Desired Qualifications: - Familiarity with CostPoint or Unanet - Proficiency in Google Suite (Gmail, Calendar, Chat, Meet, Docs, Slides, Sheets), Slack, and ServiceNow. - Proficient in MS Excel (VLOOKUP, PIVOTTABLES, etc.) - Ability to identify, research, and resolve issues. - Must have a strong interpersonal and organizational skills and be an effective communicator - Must be willing to work a variety of shifts, including holidays as scheduled.
