We are looking for Sr. Cost Price Analysts to provide acquisition support, analysis, and procurement related initiatives. Position Type: Full time, W2 salaried plus benefits
Location: 12300 Sunrise Valley Dr, Reston, VA Responsibilities Review and/or generate IGCE's, and provide value-added input to rationale for unified financially sound estimates.
Apply analysis on cost/price proposals for all types of contract type (Examples include, but not limited to: firm-fixed price, time and materials, cost-plus-fixed-fee, cost-plus-award-fee, fixed price level of effort, etc.).
Generate a full spectrum, cost/price analysis draft report to document cost reasonableness and cost realism analysis (price realism analysis, when required). The report shall include, but not limited to:
Conduct a comparative analysis of the IGCE against the proposed cost/pricing of all Offerors.
Provide a total proposed cost summary.
Analyze proposed labor rates against industry standard, bureau labor and statistics, and any other applicable resources to review proposed rates for realism.
Conduct weighted guidelines analysis and reporting.
Analysis of direct labor, other direct costs, severable and non-severable.
Analysis of fixed fees or award fees applied.
Analysis of G&A, profit, FCCM, overhead and any other cost/pricing attributes of a cost/price proposal.
Create an Addendum Cost/Price Analysis Report, that addresses any cost/pricing proposal revisions stemming from discussions or negotiations. All aspects of the pricing changes shall be addressed in detail.
Host discussions with contracting personnel for valued input to a Pre-Negotiation Objective Memorandum and/or a Post Negotiation Memorandum.
Assist with any protest documentation necessary, as it relates to cost/price analysis, the cost/price analysis report, and any supporting documentation, revisions, or addendums.
4.1.6. Assist and/or develop cost/price analysis training materials. Requirements 9-12 years of progressive experience in Federal Government cost/price analysis, to include experience conducting cost realism and reasonableness analysis on all types of contracts; relevant experience within the last 2 years.
Education: Bachelor's degree in an area related to finance, mathematics, or business-related study from a college or university accredited by an agency recognized by the U.S. Department of Education.
Demonstrates in-depth knowledge and understanding and experience with cost analysis during source selections and protests.
Demonstrates comprehensive knowledge of the full scope of laws, regulations, and policies that affect both the development of IGCEs and the evaluation of cost proposals.
Demonstrates in-depth knowledge of acquisition lifecycle operations, including financial execution concepts, and provides knowledge management across organizational and intra-IC boundaries to clearly articulate key findings.
Demonstrates ability to work independently and with minimal oversight.
Demonstrates ability to review analytic program management data for cogent arguments, provide adequate support for conclusions, and routinely tests accuracy of analytic data.
Demonstrates knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFARs) and contract administration
