Seeking an experienced professional with expertise in managing high-complexity, high-risk projects. In-person interviews are mandatory. The role requires onsite presence 4-5 days a week.

About the Role

The Virginia State Police is in search of a seasoned professional with a decade of experience in the field. The selected individual will lead the initiative to replace the existing criminal history systems used by the Virginia State Police. This role involves collaboration with Business Analysts and program managers, acting as the intermediary between the business community, end users, and the IT organization. The professional will manage project scope, schedule, and budget, providing regular reports to VSP IT management and business stakeholders.

Key Responsibilities

Manage/co-ordinate the Request for Proposal (RFP) process, including drafting evaluation criteria, contract terms, and RFP format, in collaboration with VSP procurement staff.

Assist VSP IT Division staff with vendor queries, vendor evaluation process, and contract negotiations.

Direct Business Analysts to ensure project objectives and requirements are fully defined.

Oversee vendor efforts in design, development, and implementation of solutions.

Identify, analyze, track, and recommend actions on project issues and risks.

Provide direction to vendors regarding interfaces with existing VSP and non-agency systems.

Required Skills and Experience

10 years of experience in project management with a PMP Certification.

Proficient in Microsoft Word and Excel.

Demonstrated ability to manage multiple projects lasting 6 to 12 months with small teams.

Experience in process optimization, best practices, change management, facilitation, and consulting.

Excellent interpersonal, oral/written communication, and presentation skills.

Extensive knowledge of applications development.

Documented experience in managing high-risk projects.

Completion of a high-value project as the PM of record.
