Job description
The National Geospatial-Intelligence College (NGC) Instructional Systems Designers (ISDs) work with subject matter experts and clients to capture learning requirements and recommend solutions to advance their mission effectiveness. Leveraging learner-centric principles to design the experience, ISDs design synchronous and asynchronous materials, as well as performance support tools that most effectively improve performance while minimizing impact to time away from mission for learners. Building upon the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) and Successive Approximation Model (SAM) frameworks, NGC ISDs leverage their expertise and creativity to develop engaging and interactive learning experiences. Responsibilities Design, develop, maintain, and update learning solutions for delivery through multiple methods (classroom, blended, synchronous/asynchronous online, video, and performance support) using instructional systems design strategies, methodologies, multimedia principles, instructional technology tools, adult learning principles, and cognitive science theory.
Create effective learning solutions that support the transfer of learning through design and delivery mechanisms to be specified by NGC.
Create all learning solutions in compliance with user accessibility guidelines (e.g., Section 508 Standards), and in a format that is ready for deployment according to industry standards and specifications (e.g., SCORM, xAPI, AICC, Common Cartridge).
Devise test -out options for appropriate courses while they are in development.
Provide ISD technical consultative services and subject matter expertise as needed for the development, implementation, and maintenance of learning solutions.
Create multimedia solutions that enhance and support the transfer of learning for NGC educational programs.
Support and ensure adherence to NGC learning content management governance including, but not limited to, gold copy management, learning object management, shareable content procedures, and metadata templates/procedures. Qualifications Bachelor's Degree in statistics, economics, information systems, education, computer science, data science, or related field from an accredited (i.e., regional, national, or institutional academic institution.
Minimum 5 years of experience providing expertise in data collection, analysis, and reporting performance.
Minimum 5 years of experience working with subject matter experts and clients.
Minimum 5 years of experience on a team of instructional designers, graphic artists, and programmers in a client- focused consulting environment.
Proficiency in Kirkpatrick evaluation model, survey design, and statistical software packages (SPSS, Tableau) to develop and execute comprehensive performance measurement for NGC offerings.
Possesses ability to analyze assessment data and conduct descriptive and inferential analysis to develop detailed reports, delivered through documents, dashboards, and raw data sets to inform stakeholders of course effectiveness.
Strong proficiency to manage and manipulate dates in Excel and Tableau and develop/maintain data visualizations, reports, briefings, dashboards, and discussion points that convey information useful for decision making by various stakeholder groups.
Ability to work across organizational teams (e.g., HDS) to develop and run queries, reports, and scripts using HRIS/LMS data to justify recommendations and inform decision-making by College leadership.
