Duties As a MANAGEMENT AND PROGRAM ANALYST (COR), GS-0343-12/13, your typical work assignments may include: Plans and conducts a variety of authoritative, comprehensive, complex projects and studies that encompass the analysis and evaluation of the distribution of, among various programs and staff throughout the organization. Reviews, advises on, and conducts complex analyses and evaluations in support of contract management work. Provides description of the requirements, estimated cost of the product/service and other information as part of a funded requisition to the organization budget execution team. The employee must possess a COR Level II certification or equivalent with a minimum 40 hours of training, or be able to obtain a COR II certification within 12 months upon entering the position. The employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Qualifications GS-12: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Serving as a skilled source of consultation for other managers and program specialists; 2) Ensuring individual project objectives, milestones, and budgets are accomplished within overall program objectives; 3) Performing Contracting Officer Representative (COR) work such as monitoring and assuring compliance with contracts; and 4) Interpreting contract requirements or work orders and develops alternate courses of action for problem solving. Substitution of education in lieu of specialized experience may not be used for this grade level. GS-13: You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing duties such as: 1) Serving as a Management and Program Analyst and Contracting Officer Representative (COR) providing managers with objectively based information for making decisions on the administrative and programmatic aspects of agency procurement operations and management; 2) Evaluating programs, developing solutions to problems, formulating recommendations and providing input to a wide range of key planning documents; 3) Providing comprehensive recommendations on the need, operational feasibility, organizational structure, budget priorities, resource and operation constraints; 4) Coordinating and/or administering all phases of assigned contracts from inception to completion including analyzing program requirements; and 5) Monitoring contract costs, schedules and performance; prepares monthly contract summaries; reviews and approves contractor invoices; and inspects and accepts contract deliverables on behalf of the government. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
