Job description
CSCI seeks a Special Access Programs (SAP) Oversight Operations Subject Matter Expert (SME) team member who will support a major U.S. Navy customer with technical subject matter expertise. This position supports the U.S. Navy Special Access Programs Central Office (SAPCO). DoN SAPCO / N9SP Support is a government program that advances DoN interests (requirements, innovation, oversight, and fleet implementation) through subject matter experts and security professionals. The subject matter expert will work with a dynamic team and a forward-thinking, engaging customer. The SME will report to the Lifecycle, Policy, Oversight Branch Head, and Deputy Branch Head, the incumbent serves to support the branch in its efforts to provide SAP lifecycle documentation, including but not limited to classification determination, initiation, execution plan, Security Classification Guides (SCG), Approval Authority Authorization (AAA) delegations, technology transition, disestablishment, and termination. This position is on-site, Monday-Friday. The primary duty location will be the Springfield, with an alternate worksite at the Pentagon. Responsibilities As one of the contributing team members, SAP Oversight Operations SME primary responsibilities include, but not limited to: The incumbent serves to support the branch in its efforts to provide SAP lifecycle documentation, including but not limited to classification determination, initiation, execution plan, Security Classification Guides (SCG), Approval Authority Authorization (AAA) delegations, technology transition, disestablishment, and termination. The incumbent supports the Branch Head and staff to review, edit, and analyze SAP lifecycle documentation technical and programmatic content to provide recommendations to senior leadership. In this role, the incumbent will utilize DON SAP expertise to review and edit SCGs alongside Navy Program Offices to ensure compliance with all security policies and directives. These efforts support the implementation of necessary warfighting and administrative requirements, which must be managed as SAP to protect the DoD's most sensitive capabilities. The incumbent will help the Branch Head and Deputy to direct all phases of the organization's program work to ensure both domestic and international partners protect SAP information. The incumbent will also serve as the program Subject Matter Expert and advisor in identifying critical program information, personnel program access verifications, and preparation of requisite lifecycle documentation for SAPs. By establishing templates and processes, provide support to DONSAPCO / N9SP and Navy SAP program offices for all SAP lifecycle documentation, including but not limited to classification determination, initiation, execution plan, Security Classification Guides (SCG), Approval Authority Authorization (AAA) delegations, technology transition, disestablishment, and termination. Initial priority will be placed on SCGs, and follow-on priorities will be as directed by OPNAV N9SP. Review, edit, and analyze SAP lifecycle documentation technical and programmatic content to provide recommendations to senior leadership: Guide staffing and coordination requirements. Implement a tracking process for lifecycle documentation support efforts and products. Ensure currency of tracking data and provide status upon request. Receive executing direction from the Program Manager and Project Team Leader. Within security, compartmentalization or technical limitations are the alternatives to peer personnel requirements. Skills - Minimum of 8 Years Experience Required Qualifications: US Citizenship is required. BA/BS or equivalent experience in Engineering, Business Administration, Economics, or equivalent. Current Top Secret Clearance with SCI Eligibility and Eligibility for access to Special Access Program Information 8 years of related experience required in the DoD environments. Have a comprehensive knowledge of security program interrelationships to coordinate and implement objects and plans for multiple programs for the DON by adhering to the DoD, DON, and IC Directive manuals and instructions. Ability to translate and communicate complex technical documentation and subject matter between technical and non-technical audiences. Subject Matter Expert (SME) level guidance and understanding of industrial security regulations, federal security regulatory requirements of the NISPOM, DoDM 5205.07 Volume 4, Special Access Program (SAP) Security Manuals, and the DoD 5105.21 Sensitive Compartmented Information (SCI) Manuals Have a working knowledge of Special Access Program (SAP) and Classified Programs within both the DON and DoD. Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint. Well-developed analytical, diagnostic, and problem-solving skills. Excellent organizational and customer service skills. Must have strong written and verbal communication skills and be willing to actively communicate with co-workers, program leadership, and clients, which may involve delivering presentations. Ability to creatively approach and solve situations. Preferred Qualifications: 5 years experience with SAPs within both the DON and DoD. Experience Levels: LEVEL1 - requires a minimum of 3 years related experience LEVEL2- requires a minimum of 5 years related experience. LEVEL 3 - requires a minimum of 8 years related experience. LEVEL 4 - requires a minimum of 10 years related experience. LEVEL 5 - requires a minimum of 12 years related experience. LEVEL 6 - requires a minimum of 15 years related experience. LEVEL 7 - requires a minimum of 20 years related experience. Requirements - US Citizen / Top Secret/SCI Clearance Travel: Infrequent local travel to Arlington, VA. U.S. Citizenship: Yes Minimum Clearance: Applicants are required to have, at a minimum, a TOP SECRET (TS) clearances with Sensitive Compartmented Information (SCI) eligibility based on a Single Scope Background Investigation (SSBI) completed within the last 5 years.
