Job description

Duties This Supervisory Program Manager is located within Information Technology (IT), Mission Management Division (MMD) & Technology Integration Division (TID), Transportation Security Administration (TSA), Department of Homeland Security (DHS). As a Supervisory Program Manager, you will perform the following duties: Serves as a principal member of the Chief Technology Officer/Chief Data Officer (CTO/CDO) Leadership team and participates in the planning, development, implementation, evaluation, and management of mission support programs and strategic planning. Directly manages IT programs/projects applying program knowledge of various specialized areas of applications development, engineering, network operations and maintenance functions, and conceives, plans, and conducts studies involving complex issues and unique problems. Develops strategic concepts and reviews strategic plans and proposes changes to ensure objectives are met and resolves critical technical problems in existing operations or services using knowledge of established guidelines, policies, and procedures. Identifies and resolves material needs and issues within IT through the Mission Management Division: budgetary and financial management, human resources management, procurement coordination and logistical support, staffing allocations, procedural development and oversight, training management controls and communications delivery. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. This is a supervisory position subject to the supervisory probationary period, unless the selected incumbent has already completed it. Qualifications To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience at the SV-J or GS-14 Pay Band in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position to be filled. Specialized experience is defined as: Experience in Information Technology (IT) systems managing complex programs, including planning, budgeting, scheduling, and managing resources to meet program objectives to develop and deliver Information Systems. Managing emerging technologies, implementing IT development processes, solutions, designs, and development principles. Experience planning, coordination, and execution of business functions, resource allocation, and production oversight to direct activities and recommend process improvements. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
