Job description
Expert Level Systems Engineers employ a multi-discipline approach to requirements engineering, solutions engineering, reliability, resiliency, services development, research & development, integration, test and evaluation, maintainability and analysis across multiple architectures at different classification levels in the NSG and DoD/IC to ensure timely and accurate GEOINT. Candidates will be required to sign additional NDAs and provide proof of OCI for performance in the PMO programs. Duties may include: Create strategic roadmaps to resolve potential gaps and manage costs Provide cross-domain integration with mission partners and industry performers to ensure successful implementation and execution of KPMO technology programs Manage the overall KPMO system transition process across the compendium of programs, project, pilots and initiatives Collaborating with end users, create use cases for individual KPMO projects at multiple security levels Maintain awareness of external (joint with mission partner) system tests and evaluate the potential impacts to PMO systems Demonstrated experience in direct support to the PMO to ensure continued technical excellence in all mission areas Responsible for ensuring the KPMO team is applying correct technical approaches to problem solving Identify and create plans to drive optimization within KPMO Assist KPMO in updates to the Portfolio Management Plan (PfMP) and Program Management Plans (PMPs) Assist in the evaluation of proposed industry solutions including program reviews (SRR, PDR, CDR, etc.) Identify risks, prepare and maintain a dependency matrix and provide recommendations for mitigation planning Participate as an advisor in demonstrations, prototype efforts, technology risk mitigators and source selection activities Produce test and transition-related inputs to the PMO Requirements Baseline Define and lead studies to evaluate innovative concepts and revolutionary technologies for application to KPMO requirements including large cross-domain studies and intelligence requirement assessments Determine state of the art, operational or technical feasibility to meet KPMO requirements Analyze and assess special topics and prepare technical recommendations Define CONOPs and metrics to evaluate algorithms Develop, articulate and validate use cases; develop and execute test and training plans Develop Testing & Evaluation (T&E) plans to assess the overall performance of algorithms and tools developed under NGA sponsorship Demonstrated experience in defining CONOPs and metrics to evaluate algorithms Ability to define targets and work with analysts on new types of targets Ability to define and implement interfaces to multiple external applications facilitating construction and refinement of SSA and Space collection requests across multiple orbital regimes Provide baseline requirements (RFC) support to include the full breadth of NGA and Joint (NGA-NRO) requirements coordination meetings and initiatives to transition R&D capabilities to KPMO operations Demonstrated Experience supporting sensitive MP or AF SPO architectures Education and Experience Required: Master's degree in Electrical Engineering and 18 years of experience, or PhD in Electrical Engineering and 10 years of experience in related technical or scientific fields such as engineering, physics and mathematics Machine learning and Artificial Intelligence (AI) with RADAR and RF processing and for SSA Demonstrated experience in defining, designing and developing (SSA) applications Demonstrated experience of space enterprise information needs (comprehensive, historical and indexed appropriately for down-stream tools), including space object observations, historical behavior and the relevant context of that behavior Demonstrated experience with threats including SOSI, Radar and Optical sensors, Command and Control (C2), Offensive Space Control/Defensive Space Control (OSC/DSC) Experience dealing with data and data sources that exist at multiple classification levels and integrate that data with computational processes that will generate additional data at multiple classification levels. Experience employing security controls to protect assets, missions and data from multiple classification levels Demonstrated experience with compliance to Integrated Protection Strategy (IPS) controls and data management procedures Experience with space environment and space to ground including threats to assets; track de-confliction of SSA and imaging windows with ground targets, understanding support of GEOINT Assurance Demonstrated experience to employ analytics and quantifiable physics-based metric models in a timely manner Experience with development or operational use of any of the following SSA, space, I&W tools or tools with similar functions Experience with data fusion models that assess confidence in data accumulated and aggregated across multiple modalities and domains Experience with physics models to include the assessment of conservative/non-conservative forces, uncertainty/confidence estimation, weather effects, break-up events and conjunction analysis techniques that scale to many-on-many objects and can be dynamically tasked Experience with space object measurement and identification Demonstrated experience supporting SAO and related architectures Demonstrated experience implementing Spatial Temporal (4D) modeling, simulation, visualization and tasking services, analytical and exploitation tools and integrated security services Experience fusing data Experience with multiple data collection techniques and an in-depth understanding of GEOINT phenomenology Demonstrated experience of software development frameworks Demonstrated experience of photogrammetry, remote sensing, image science, information sciences, geographic information systems, geomatics or related fields Desired: Demonstrated experience with commercial visualization tools such as RemoteView, ENVI, MATLAB and SOCET GXP Demonstrate experience with ANSI/EIA 632: Processes for Engineering Systems Demonstrate experience with IEEE 1220: Standard for Application and Management of Systems Engineering Demonstrate experience with IEEE 24765:2017 - Systems and Software Engineering - Software Life Cycle Processes Demonstrate experience with ISO/IEC/IEEE 12207:2017 - Systems and Software Engineering - Software Life Cycle Processes Demonstrate experience with ISO/IEC 15288: Systems Engineering - System Life Cycle Processes Security Clearance: Active TS/SCI Clearance and the willingness to sit for a CI polygraph, if needed IC-CAP provides equal employment opportunities (EEO) to all applicants for employment without regard to race, color, religion, gender, sexual orientation, gender identity or expression, national origin, age, disability, genetic information, marital status.
