Job description

Duties The incumbent will support 24x7 shift operations for real-time intelligence support to law enforcement based on immediate exploitation of data derived from multiple sources including, but not limited to, digital media devices to uncover previously unknown derogatory information. Real-Time DOMEX Analysts are a sub-specialty of Targeting Analysis. The incumbent is considered emergency essential personnel and will be required to work 24x7x365 shiftwork (include days, nights, weekends, holidays, and during government closures, as necessary, etc.), primarily from facilities in Sterling, VA. However, work locations can vary across the National Capital Region, as required by management. In additional to providing law enforcement operators with real-time, actionable intelligence, the incumbent contributes to HI2C analysis and production, utilizing highly specialized technical and digital forensic software to complete triage and analysis of digitally derived information. Performs highly specialized cybersecurity-related all source and targeting analyses based primarily on technical data gleaned from digital forensic examinations, consistent with the Analyze and Investigate categories of the National Initiative for Cybersecurity Education (NICE). Provides a variety of DOMEX analytic support services to I&A, the DHS Intelligence Enterprise, and the IC. Maintains continuous engagement with operational customers to fully understand sensitive case dynamics and targets of interest and coordinates with partner law enforcement entities. Reviews DOMEX-derived results; prepares and may disseminate intelligence tips and leads products; drafts and edits IC cable message traffic; and conducts counter-network targeting analysis, as required. Responds to Requests for Information (RFIs), and other analytic requests. Performs other duties as assigned. MAJOR DUTIES - Responsible for providing timely, accurate, actionable, homeland security information, intelligence analysis, and operational recommendations in support of Homeland Security border screening operations. - Perform analysis via multiple specialized tool suites, shared technologies, and datasets. - Performs analytic production of numerous leads, tippers, and other products as required in a variety of formats and multiple levels of security classifications. - Communicates analytic results in both formal, and informal, briefings and written reports on topics or matters relating to terrorism, other threats to homeland security, or other national intelligence or DHS missions to high-level officials throughout our partner intelligence and law enforcement community. Requirements Conditions of Employment Must be able to hold a TS/SCI Security Clearance. Must be a U.S. Citizen. This is a Testing Designated Position (TDP) and is covered by the Department of Homeland Security Headquarters Drug-Free Workplace Program. Overtime may be required in response to a significant event. The incumbent is considered emergency essential personnel and will be required to work 24x7x365 shiftwork (include days, nights, weekends, holidays, and during government closures, as necessary, etc.) primarily from facilities in Sterling, VA. Qualifications Specialized Experience: To qualify for the maximum GS 13 level, you must possess at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Other grade offers will be dependent upon relevant education and experience as assessed. -Mastery of and skill in applying a comprehensive range of intelligence research, foreign disclosure, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems to develop intelligence capability and threat assessments. -Expert knowledge of the operations of the national CYBER and IC and associated functions, processes, principles, methods, and procedures to obtain needed intelligence information. -Knowledge of US intelligence community policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, cyber, operations collection, target analysis, and other intelligence collection related activities. -Advanced knowledge of DHS and IC intelligence principles and regulations and has strong verbal and written communication and data analysis skills including the ability to communicate complex ideas to formulate and present findings/briefings, maintain effective working relationships with both internal and external customers, effectively train others in full performance of the job, and effectively plan functional team activities to accomplish set goals and objectives. To qualify for the GS-12 Level, you must possess at Least one year of specialized experience equivalent to the GS-11 grade level in the Federal Service, or comparable experience not gained through Federal Service. For this level, specialized experience is defined as: - Skill in applying a comprehensive range of intelligence research, foreign disclosure, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems to develop intelligence capability and threat assessments. -Knowledge of intelligence operations and analytical principles as well as threats to Homeland Security to gather, analyze and evaluate intelligence information. -Comprehensive understanding of substantive intelligence programs, goals, priorities, policies, and commitments; the sequence and timing of key program events and milestones; and the interrelationships with other department programs to perform assessments and conduct in-depth studies in support of the Homeland Security DHS IC mission. -Knowledge of intelligence operations and analytical principles as well as threats to Homeland Security to gather, analyze and evaluate intelligence information. -Understanding of substantive intelligence programs, goals, priorities, policies, and commitments; the sequence and timing of key program events and milestones; and the interrelationships with other department programs to perform assessments and conduct in-depth studies in support of the Homeland Security DHS CYBER and IC mission. To qualify for the GS-11 Level, you must possess one of the following: -Knowledge of intelligence concepts, principles, & techniques to provide guidance & advice required by the DHS IE. -Knowledge of the operations of the national IC and associated functions, processes, principles, methods, and procedures to obtain needed intelligence information. -Knowledge of the major issues, program goals and objectives, work processes, and administrative operations of DHS and I&A organizations. -Knowledge of intelligence operations and analytical principles as well as threats to Homeland Security to gather, analyze and evaluate intelligence information. -The work involves gathering information, identifying, and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in a program or program support setting. This is in addition to work which requires application of qualitative and quantitative analytical techniques that frequently require modification to fit a wider range of variables. Decisions about how to proceed in planning, organizing, and conducting studies are complicated by conflicting program goals and objectives. Assignments are further complicated by the need to deal with subjective concepts such as value judgments. The quality and quantity of actions are measurable primarily in predictive terms, and the findings and conclusions are highly subjective and not readily susceptible to verification through replication of study methods or reevaluation of results. Options, recommendations, and conclusions developed by the employee consider and give appropriate weight to uncertainties about the data and other variables which affect long-range program performance. Additional information This is a permanent appointment position that is classified in the Excepted Service under Title 50 and will be filled on a full-time permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
