C3 Command Planner Estimator

Position Summary:

LCE is currently seeking an individual to support the Command, Control, Communications, Computers, and Intelligence (C4I) as C3 Command Planner Estimator in Suffolk, VA. As a Planner Estimator, you will be instrumental in developing a plan to define, create and implement sustainment, life cycle support and modernization for C3 Shore Commands.

About C3: Naval Information Warfare Systems Command (NAVWAR) recently established a Command, Control, and Communications (C3) Shore Program Management (SPM) Office focused on providing sustainment, life cycle support and modernization to ensure site readiness for C3 shore commands Navy wide. The office is a new department within the NAVWAR Fleet and Logistics Support Directorate. C3 shore commands are onshore installations and facilities, serving as hubs for Navy C3 systems that provide global connectivity for the fleet. C3 systems are fundamental to all military operations, delivering the critical information necessary to plan, coordinate, and control forces and operations across the full range of the Department of Defense missions. The primary task is to develop and maintain approximately 31 class maintenance plans representing the configuration of each C3 Shore platform.

Clearance Requirement:

Must be a US citizen with the ability to obtain/maintain a DOD Secret security clearance.

Essential Functions and Responsibilities:

Perform site visit checks for actual site conditions.

Develop availability work packages.

Develop Integrated Availability Schedules using Microsoft Project.

Develop and manage Integrated Master Schedules utilizing MS Project.

Evaluate drawings, requirements and other paperwork to develop extensive cost estimates.

Utilize both Critical Path Method and Elaborative Scheduling Methods to develop a schedule.

Provide specialized expertise in evaluating risk, aligning capabilities to requirements, and executing the C3 process.

Develop and manage the Program Work Breakdown Structures, Contract Work Breakdown Structure and integrate Organizational Breakdown Structures.

Interpret repair and modernization Work Breakdown Structure (WBS) philosophy.

Develop, apply, and analyze performance measures.

Perform trend, budget, and resource capacity analyses including providing recommendations, and developing implementation plans.

Develop standardized cost estimating for class maintenance plans.

Develop estimates that meet customer requirements for schedule, scope of work and quality.

Attend meetings with senior management to clarify estimates.

Maintain historical cost records for future reference.

Required Education, Skills, and Experience:

Technical Training in a relevant C5ISR field

Fifteen (15) years of hands-on experience with "Task Specific Projects", to include three (3) of the following five (5) areas:

Data Analysis

Test & Evaluation

Training

Recognized expert who has demonstrated industry and/or public service leadership in Navy command, control and communication systems.

General knowledge of mechanical components (command, control and communications systems) disassembly, inspection, repair, restoration.

Knowledge of US Navy maintenance methodology.

Understanding of reliability principles.

Experience working for or with one of the three following echelon three command:

Carrier Planning Activity

Submarine Maintenance Engineering Planning

Procurement or Surface Maintenance Engineering Planning Program

Familiar with Navy Data Environment and Navy Maintenance Database.

Familiar with Model Based Product Support

Proficient with Microsoft Office products, including Word, Excel, PowerPoint, and Access

Scheduler, or Scheduler Supervisor experience preferred.Experience with Oracle Primavera a plus

Physical Demands and Expectations:

Up to 30% travel

Regular physical activity includes walking, climbing stairs, bending, stooping, reaching, standing and prolonged sitting.

Ability to speak, read, hear and write, with or without assistance.

Ability to use phone and computer systems, copier, fax and other office equipment.
