Job description
Duties You will serve as a SUPERVISORY IT SPECIALIST (ENTARCH) in the CHIEF DATA OFFICE DIVISION (N61) of the NAVAL INFORMATION FORCES located in SUFFOLK, VA. You will serve as the Navy Readiness Reporting Enterprise (NRRE) Data Engineer and technical expert for the analysis, planning, design, implementation, documentation, assessment, and management of the data system infrastructure. You will implement data solutions and oversee data architectures creating functional design specifications using reference architectures. You will implement the principles, methods, and tools for coordinated data management of readiness systems to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities. You will coordinate closely with other Branch personnel in the development, control, and update requirements for inclusion in PPBS, FYDP, ITPR, and information management plan submissions. This is a Cyberspace Workforce position, work role code 651, proficiency level ADVANCED the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. Qualifications Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. AND In addition to the four competencies above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience performing or applying a mastery and skill in database queries (SQL and noSQL), database theory, database design, the Relational Database Management System (RDBMS) (e.g., Microsoft SQL Server), routine maintenance, recovery, handling failover of a database, DoD standards for securing data throughout the lifecycle (creation, in transit, storage, in use, and disposal), data warehousing solutions (cloud and on-prem), ETL tools, APIs, programming (e.g., Apache Spark), data science algorithms (machine learning and AI) and data structures, and data cataloging methods. Experience applying a mastery and skill in business process engineering concepts: and methods sufficient to lead/conduct studies designed to identify potential improvements in the way information technology is applied to key business functions. Requires gathering and storing data, usually in its original form (i.e., raw data); processing and converting raw data into clean, organized information; developing tools and processes for analysis; applying various tools and techniques to produce findings and insights from structured and unstructured data. Experience determining the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories. Experience interpreting regulations on initiative, applying new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolving most of the conflicts that arise. Participation in a continuous professional development program, completing an annual 20-hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor.
