Job description
EOE M/F/D/V Job Title: Logistics Clerk Department/Division: Operations FLSA Classification: Exempt Reports to: Program Manager Supervisor for: N/A Primary Purpose: Why the job exists; this is the ultimate or overarching accountability for the job. To support the NSWG-10 UXS LS, SRT N4's and SRTs UXS OIC. Essential Functions: The essential functions or tasks should state the purpose of the work and the results to be accomplished, rather than how the function is performed. Include those functions that account for 10% or more of the work, i.e., key functions that contribute significantly to the achievement of the job. These are tasks the employee must be able to perform, with or without accommodation, or else they couldn't be hired. Enter data into multiple databases accurately.
Collect and post inventories when necessary and provide a report of discrepancies to NSWG-10 Supply Officer (N4) on a quarterly basis as required.
Monitor usage trends and make logistics support recommendations to the sponsor.
Generate logistics reports as required by the sponsor for all databases and websites with direct access and control.
Partner with external resources in the generation of logistics reports for databases and websites they directly control.
Respond to requests for information and support With Regard To (WRT) NSW UXS programmatic sustainment requirements from UXS Echelon (ECH) I and II stakeholders as well as other government agencies as approved by NSWG-10 N4.
Provide management oversight for life cycle acquisitions/sustainment and procurements for NSWG-10 UXS program.
Manage and promulgate for approval computerized database policy for Defense Property Accountability System (DPAS) for inventory management, tracking, ordering, receiving, and reporting of materials, supplies, and shipments as it pertains to the program.
Analyze inventory management reports for trends, monitoring supply allowance management reports, analyzing supply management data, maintain system security, and maintain database integrity in DPAS, Catalog Ordering Logistics Tracking System (COLTS) and other Integrated Logistic Systems (ILS).
Assist in the preparation of management briefs.
Support the command Logistics Management Inspection (LMI) and Logistics Management Assessment (LMA) program in accordance with COMNAVSPECWARCOMINST 4460.1.
Provide logistics support inputs as a UXS Logistics Integrated Product Team (IPT) member and attend all scheduled meetings as required/requested and approved by NSWG-10 N4.
Provide articulate expert advice to senior level leaders in matters related to policy, guidance, training, implementation and development of personnel matters, logistics programs.
Coordinate with the DPAS Property Book Manager to ensure accurate accountability of all UXS capital assets.
Develop logistics metrics for eminent UXS requirements for sustainability.
Assess internal strengths and weaknesses and evaluate comparative advantages of other organizations. Identify best practices and incorporate these findings into an action plan for implementation at NSWG-10.
Comply with DoD INST 5000.64 "Accountability and Management of DoD-Owned Equipment and Other Accountable Property" by compiling, performing quality assurance, and archiving material records in support of Accountability Program System of Record (APSR) management through causative research. Plan, coordinate and evaluate logistics actions required to support future NSW UXS deployment requirements.
Track trends and validate orders generated by NSWG-10 and its subcomponents.
Execute the accurate and timely processing of all retrograde material in hand as part of the repairable program.
Perform work associated with management of UXS items and materials in supply system requiring new stock, transfer and repair or returned from repair or send for disposal.
Apply practical knowledge of established and commonly applied Naval Supply, Naval Special Warfare, Expeditionary and Aviation support principles, including standard methodologies and calculations in inventory management and supply program operations supporting the UXS Program.
Perform inventory control functions such as cycle counts, sweeps, inventory adjustments and product/location set up/moves utilizing the DPAS and COLTS databases.
Reconcile inventory reports including variance, and Not Ready For Issue (NRFI) items.
Provide logistics information, reports, and services and recommend actions to facilitate purchase, repair and delivery of equipment.
Monitor and analyze changes in rate of usage, cost, availability of established suppliers, alternative sources of supply, and other activities in an inventory account requiring intervention to support maintenance operations without interruption in the flow of materials.
Initiate tracer action on all outstanding requisitions as required.
Maintain shipping records and associated files according to Financial Improvement and Audit Readiness (FIAR) and related policies.
Process and submit required financial reports on shipping to the NSWG-10 UXS LS for submission to the NSWG-10 Comptroller (N7).
Manage material tracking system and provide status to customers via the established Request For Parts (RFP) process.
Liaison with the Fleet Logistics Center (FLC) for shipping/receiving actions.
Provide required shipping obligation documentation to FLC and shipping activities to obtain services from associated carriers.
Process all material shipment requests both in-house to/from vendor and to/from customers.
Ensure the accurate coordination, timely processing, shipment and receipt of all retrograde material as part of the repairable program.
Liaison with site leads on all Remain In Place (RIP) movements for processing once received at the unit stateside.
Initiate tracer action on all outstanding requisitions as listed on the RFP.
Process, execute and provide all material shipping and receiving status and documentation to NSWG-10 UXS LS, Special Reconnaissance Teams One and Two (SRT-1 & SRT-2) N4s, UXS Officer in Charge (OIC), Inventory Control and other customers as required.
May be required to pull material and move it to different locations for repairs, inventory, staging, etc. requiring the use of a forklift for bulk or large materials. Note that personnel operating forklifts shall meet the requirements of NAVFAC P-300 paragraph 3.8.3 for licensing.
Required to attend IPT, Program Management (PM), Configuration Management (CM), and System Design meetings in direct support of the program. Required Education/Training: Be able to operate a Personal Computer (PC) with common/standard business software programs. Must be proficient in Microsoft Office Suite applications, such as, Microsoft Word, Outlook, Excel, Project and PowerPoint.
Be able to communicate clearly and effectively with others, both verbally and in writing.
Must be able to operate a government vehicle and forklift up to 6K.
Must have interpersonal skills and be able to effectively work, individually or as a member of a team, and take the lead on select tasks, as required.Experience: Shall have a Customer Service background with One (1) year of COLTS and Five (5) years of technical experience with Navy Logistics Systems and processes, aviation logistics experience prefers red.Minimum Qualifications: Identify the minimum required skills, knowledge and abilities required to competently perform the job duties. Possess a SECRET Security Clearance.
Possess a valid state driver's license.
