Description PWS Position Title: Manpower Analyst SME Position Location: Government Spaces: Little Creek-Ft Story, VA Clearance Level: Top Secret Responsibilities (including, but not limited): Work closely with specialists within the human resources division, the Naval Special Warfare Command (NSWC) manpower team, and with key personnel. Assist with ensuring data quality is maintained for the organization's manpower and human capital system of record. Assist with DOTMLPF-P analysis on operations, materiel, and personnel and with technical documents related to manpower growth. Assist with documentation related to manpower for unique programs specific to the Command. Assist with documentation related to platforms and systems informed by major force structure change, allocation and re-organization. Perform data analysis using Microsoft Excel. Review of current force structure against mission requirements to include desired manning levels of combat units, training and logistic support units. SME-3 Review of current force structure ranks for milestone assessments, assignments, and ability to sustain future force structure recommendation. Meet with stakeholders and decision makers to present initial analysis review and provide decision briefs. Develop initial action plan using the course(s) of action (COA) directed in the Phase II decision brief. Post-Planning Session and feedback to review and adapt action plan, facilitated in manner that advises leadership on potential Courses of Action (COAs) for future year action plans (3-5 year strategic plan). Develop a Force Optimization Model with a prioritized mission list to allocate available resources to fulfill the most valuable portfolio of missions. Provide recommendations to realize program improvements and efficiencies. Provide recommendations to optimize the allocation of limited defense resources. SME3 -Develop models for future force structure ranks with milestone assessments, assignments, and ability to sustain future force structure recommendation. Conduct Risk Assessment of all CoAs Conduct analysis of alternatives (AoA) on possible solutions to determine most effective way ahead. Prepare reports and presentations that accurately convey program status and associated analysis. Prepare toolkits/resource guides to help develop future action plans. Conduct analysis, generate technical documents, and provide recommendations to realize program effectiveness and efficiencies across the DOTMLPF-P spectrum. Assist with material requirements for future task organized formations impacted by force optimization convergences, provide recommendations to optimize the allocation of limited defense resources. Qualifications Must hold a minimum of TOP SECRET level clearance and shall maintain the level of security required for the life of the contract. Combined Ten (10 ) years' experience with manpower, Activity Manpower Documents, force structure analysis, force design, Total Force manpower management system, or similar applicable experience. The ideal candidate possesses special operations specific experience, demonstrated experience with Navy Personnel Command detailing processes, preferably with Senior Enlisted Advisor or Command Master Chief level experience or equivalent." Ten (10) years' experience conducting research, gathering data, processing, assembling, and analyzing facts, drawing conclusions, effectively fusing results with other information, and developing solutions to force optimization-related problems. Ten (10) years' experience using modeling tools and research methods related to force optimization/manpower analysis for commercial or government entities.
