Summary You will serve as a Public Affairs Specialist in the NAVY EXCHANGE SERVICE COMMAND. Duties You will lead the command public affairs programs and will be responsible for planning, developing, and communicating organizational plans. You will be responsible for planning, designing, and executing comprehensive campaigns to convey information concerning the organization's lines of effort, programs, objectives, functions, and mission. You will provide experienced technical authority and strategic guidance to the CEO, executive staff, and command-wide personnel. You will work closely with senior NEXCOM leadership in developing complex communication messages for DoD and Navy leadership, executing programs to spread the message to desired target audiences. You will develop and distribute command messages, annual reports, crisis communications, speech writing and other management communications. You will create oral presentations or train others to conduct meetings designed to obtain public input on program issues and develop consensus position among divergent viewpoints. You will plan, develop, implement, and manage strategies for social media accounts and websites. You will utilize social media tools and resources to analyze data and understand the effectiveness of communication strategies. You will prepare and present clear, logical, and persuasive oral presentations to internal/external audiences in order to educate and gain understanding and cooperation in joint ventures. You will provide and direct photography and video production. You will prepare documents for a commercial printer in a manner which meets contract specifications. You will ensure budgetary constraints are met by identifying and making recommendations on funding personnel and material needs. You will apply skills in layout designs for newsletters and managing and organizing all hands forums. Requirements Conditions of Employment Must be a US Citizen. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Demonstrating knowledge of public affairs principles, practices, and techniques for strategic communication planning and marketing. Examples of specialized experience may include: 1) Preparing and presenting clear, logical, and persuasive oral presentations to internal/external audiences in order to education and gain understanding and cooperation in joint ventures; 2) Utilizing social media to convey information, analyze data, and understand the effectiveness of communication strategies; 3) Providing video and photography services for social media releases; 4) Developing and distributing command messages for speeches, newsletters, and other management communications.
