Job description
Sayres is seeking a Senior Boat Inventory Management (BIM) Program Analyst to support the PMS 300 program in Virginia Beach. (hybrid 2-3 days a week on site) Boat Inventory Management (BIM) is a delegated program office function for inventory management of all Navy Boats and PMS 300 cognizant Combatant Craft (hereinafter collectively called 'watercraft'). The work of the BIM Team encompasses technical oversight and property management of the entire Navy watercraft inventory of over 3000 assets, including stock assets. This work is in support of program office objectives, naval technical authority, and property management. The BIM Team executes inventory management functions to support warfighter readiness, program objectives, financial reporting, and auditability. Inventory management functions include overarching Boat Inventory Management, Stock Point and Associated Inventory Management, Property Management, Sales Exchange Program Management, and new asset Acquisition Project BIM. The BIM Senior Analyst is responsible for managing customer support and transaction operations for Navy watercraft, ensuring timely and accurate processing of watercraft-related data, disposition transactions, and property management. Key duties include: Engaging with Navy stakeholders to resolve inquiries, provide guidance, and maintain up-to-date watercraft information in databases.
Preparing and processing watercraft disposition packages, sales transactions, and Certificate of Title packages, ensuring timely completion and database entry.
Managing watercraft sales, tracking execution metrics, and overseeing re-auction sales when necessary.
Conducting physical inventories, resolving discrepancies, and processing unplanned watercraft additions or removals.
Monitoring daily stock reports, managing trailer accountability, and tracking support equipment for new watercraft.
Preparing inventory transaction packages for new watercraft and supporting contract-related documentation.
This role emphasizes proactive communication, database management, and project management skills for timely completion of tasks to ensure seamless operations across multiple stakeholders and Navy watercraft programs. Manage Customer Support Operations

Perform BIM Transaction Support Operations
Perform BIM Sales Exchange Program Support Operations
Perform Property Management Support Operations
Tie BIM assigned HRNs to watercraft specific contract details (i.e., CLINs, SLNS, ELINs)
Update Addition-to-Inventory packages with any Mods
Support associated database entry and reviews
Accomplish database corrections and file records
Oversee Mid-level and Junior level team members
Desired Skills Include: Excellent communication skills, written and spoken, ideally with experience writing formal correspondence (letters, memos, etc.)
Administrative work experience, ideally with a USN, USCG or similar organization
Experience with Microsoft Office applications (Outlook, TEAMS, Word, Excel, and PowerPoint), and with Adobe Acrobat Professional
Experience with data entry using authoritative databases
Experience accomplishing work using process workflow engines/databases and associated data repositories
Experience with transactional work, including collection of associated supporting documentation
Ability to effectively manage multiple tasks for multiple customers and program stakeholders
Proactive communication, database management, and project management skills
Desire to work with a dynamic organization in a key supporting role
Required: Bachelor's degree and 10 to 15 years of relevant experience.
Experience with Inventory management functions to include overarching Boat Inventory Management, Stock Point and Associated Inventory Management, Property Management, Sales Exchange Program Management, and new asset Acquisition Project BIM.
Active Secret security clearance verifiable in DISS, or the ability to obtain one.
