Job description

Duties You will serve as the senior advisor for military manpower issues by providing policy, expertise and technical guidance to subordinate commands and Directors/Chief of Staff. You will serve as a senior liaison and advisor to US Fleet Forces Command, Commander, Pacific Fleet, OPNAV, and other Navy subordinate BSOs for military manpower issues affecting the subordinate BSOs under NECC cognizance. You will be responsible for developing, analyzing, implementing and evaluating managerial policies to achieve an effective manpower utilization program. You will act as technical advisor on panels and study groups established to consider manpower reductions, reorganizations, relocations and collocations as they affect the staff and subordinate commands. You will present position papers and/or briefing charts on the impact of actions proposed while developing and overseeing reviews of military manpower studies and surveys. You will provide direction and coordination for the implementation of the manpower requirements determined by the Navy Shore Manpower Requirements Determination Program (SMRDP) and Fleet Manpower Documents FMD) for direct reporting activities. You will develop recommendations to the efficient use of military manpower in Expeditionary Combat, including mobilization requirements. Initiates action and provides oversight on activity requests for revisions to Activity Manpower Documents. You will serve as the subject matter expert for the Major Headquarters Program (MHP) providing program oversight to ensure compliance and implementation of the Department of Defense and Secretary of the Navy Major Headquarters Program instructions. You will lead the Manpower Expeditionary Warfare Improvement Program (ExWIP) which analyzes Force Manpower shortfalls and prepares the documentation required to request funding in the Program Objective Memorandum (POM). You will plan work to be accomplished by subordinates, setting and adjusting priorities, and preparing schedules for completion of work. You will evaluate work performance of subordinates, including evaluating subordinate supervisors and/or leads and serving as the reviewing official on evaluations of nonsupervisory employees rated by the subordinate supervisor. You will Identify developmental and training needs of employees, providing or arranging for needed development and training while finding ways to improve production or increase the quality of the work directed. Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with Total Force Manpower Management System (TFFMS) creating, processing and reviewing Manpower Change Requests (MCRs) and Activity Change Requests (AYCRs). Experience with the Quan/Qual process of balancing UICs in support of Enlisted Program Authorization (EPA)/Officer Program Authorization (OPA) production. Experience with annual Planning, Program, Budgeting, and Execution System (PPBES) process and POM submissions. Experience with Intelligent Workbook and NMPBS.
