DESCRIPTION

Under limited supervision, this position is responsible for identifying business or customer requirements and information technology alternatives. This position is responsible for the support of implementation of computer software applications, analyzing and defining business processes solutions, and performing related activities. The position works within broad policy and organizational guidelines; independently develops project plans; ensures communication between business customers and technology service providers; reports progress of major activities through periodic conferences and meetings. Reports to the Project Manager.

ESSENTIAL JOB FUNCTIONS
  • Analyzes user requests for new or improved computer information systems; research current technologies in computer systems and conducts feasibility and cost comparisons to recommend solutions to user problems or needs.
  • Understands business processes, business issues and data challenges of organization and industry; identifies client organization's strengths and weaknesses and suggests areas of improvement.
  • Develops functional specifications and system design specifications for client engagements; reviews and edits requirements, specifications, business processes and recommendations related to proposed solution; assists users with information requirements and designs report formats to satisfy user needs.
  • Responsible for providing documentation to department end users in accordance with installation standards including system, operator, and user manuals; schedules and coordinates user training; provides tech support to end users.
  • Serves as technical resource to assist with envisioning and understanding the application of technology to business; advises management on new technology solutions.
  • Creates project plans for information technology development and testing; identifies, communicates, and manages risks associated with projects and enforces project deadlines and schedules.
  • Monitors trends and new developments in computer information systems technology and assists in development of plans, policy, and procedures for computer information system operations.
  • Assists in the facilitation of team and client meetings.
  • Attends or conducts staff meetings to exchange information; attends in-service training and classes, seminars, or conferences to improve professional skills.
  • Performs other related duties as assigned.

REQUIRED QUALIFICATIONS

Requires a Bachelor's Degree in Information Systems, Computer Science, or a closely related field with 5 related years of experience in Information Technology, or an equivalent combination of education and experience.


SUPPLEMENTAL INFORMATION
  • Knowledge of Microsoft Office software suite including Access, Excel, PowerPoint, and Word.
  • Comprehensive knowledge of organizing, planning, coordinating, managing and directing administrative functions, planning processes and technology projects.
  • Evaluates the best method of research and then exercising appropriate judgment in establishing priorities and resolving complex matters and situations and research information to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches. Considers the relative costs and benefits of potential actions to choose the most appropriate one.
  • Excellent ability to communicate complex ideas and proposals effectively so others will understand to include preparation of reports, agendas, and policies. Excellent ability to listen and understand information and ideas presented verbally or in writing.
  • Ability to work with a project team to support a variety of municipal, state, and federal projects.
  • Ability to establish and implement effective programs and procedures. Establishes priorities for the completion of work in accordance with sound time-management methodology. Attends and maintains a calendar for meetings, deadlines, and events. Performs a broad range of supervisory responsibilities over others.
