Job description

Summary You will serve as a Project Business Agent in the Business & Strategic Planning Office (C1200) or the Nuclear Business & Strategic Planning Office (C1200N) of Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF). Duties You will function as the initial point of contact and liaison for financial management with the Shipyard's customers. You will analyze Ships Work Line Item Number estimates, predicted end costs, and work completion costs to maintain fiscal control. You will establish, assess, and adjust the predicted pro-ration percentage for work items shared by multiple customers. You will develop, conduct, and coordinate financial briefs. You will function as the Shipyard point of contact with customers for work definition, pricing, and negotiation. You will accept work for the shipyard, based on shipyard capacity, capability to perform it, and immediate supervisor's guidance. You will develop, review, and manage the Availability Work Packages. You will maintain the financial status of the project, ensuring costs don't exceed the customer budget. You will develop, conduct, and coordinate financial briefs. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift. Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Work requires occasional shipboard visits, inspections, meeting and/or surveys of production work which requires agility and physical exertion. Work involves considerable walking, standing, climbing of ladders and stairs and bending. Do you live or work within the commute area of the duty location(s) listed for this position? The commuting area is defined as the geographic area surrounding a duty location that encompasses the localities in which people live or work and can reasonably be expected to travel back and forth daily to their usual employment. Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing or evaluating production plans, workload requirements, or financial reports to ensure compliance or to mitigate problems or trends related to project or fiscal performance. Examples of qualifying experiences may include: planning or coordination of production work, preparation of Workload and Resource Report (WARR) data, budgets, financial or workload briefs, analyzing data and compiling estimates of labor or material, or identifying, analyzing, and recommending solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution Examples of using automation tools may include: Mission Funded COST, Advanced Industrial Management (AIM), Supervisors Desk (SupDesk), Performance Measurement & Control (PMC), Material Access Tracker (MAT), Query Data Base (QDB) etc. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: gathering or analyzing data in order to assist with the evaluation of production plans, workload requirements, or financial reports to ensure compliance or to identify problems or trends related to project or fiscal performance. Examples of qualifying experiences may include: assisting with the planning or coordination of production work, preparation of Workload and Resource Report (WARR) data, budgets, financial or workload briefs, or obtaining, compiling, and summarizing narrative information and quantitative data. Completion of Ph.D. or equivalent doctoral degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
OR
3 full years of progressively higher level graduate education leading to such a degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
OR
LL.M., if related (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.) Substitution of education for GS-09:
Education may be substituted for specialized experience as follows:
Completion of a master's or equivalent graduate degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
OR
Completion of 2 full years of progressively higher level graduate education leading to such a degree (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
OR
Completion of a LL.B. or J.D., if related (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.)
