Job description

Duties Serve as the senior liaison for budget, accounting, financial management, medical expense performance reporting system, government travel and manager internal control program policy and procedures within the organization. Support the Commanding Officer and the Executive Steering Committee for all financial issues and decisions. Direct continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. Coordinate the development and reporting of cost/performance information in support of mission tasks for the organization. Prepare briefs for senior managers on program execution and provides recommendations to correct program variances or problem areas. Plan and organize teams to accomplish various financial analyses. Lead, supervise, motivate and counsel employees. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret Security clearance (Tier 3) or access for the duration of employment. Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination. This position has a Temporary Duty (TDY) or business travel requirement of 15 % of the time. This is a Financial Management Level 3 Certified position. The Incumbent must obtain Level 3 Financial Management Certification within 2 Years of entrance on duty. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R. The duties of this position require the incumbent to possess and maintain a valid US State issued driver's license to carry out position related duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
