Job description
Duties This Executive Assistant position is located Security Operations, Surface, Region 5, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Knowledge of a variety of conventional administrative concepts, principles, policies, precedents, and procedures as well as routine management processes, systems, and requirements to plan and carry out administrative and program activities on behalf of the Assistant Administrator (AA) and Deputy Assistant Administrator (DAA). Skill and ability in basic research methods and techniques sufficient to research and analyze information gathered from a variety of sources which involves the review and analysis of basic laws, regulations, policies, procedures, and past practices as well as current issues and topics pertaining to ongoing Transportation Security Administration (TSA) initiatives in addition to identifying and analyzing simple problems. Skill in the preparation of in-depth and/or technical communications to include knowledge of the appropriate communications protocols, policies, practices, and methods to explain highly sensitive issues surrounding agency policies and procedures, senior executive level positions, media releases, employee concerns, and other general inquiries. Skill in coordinating and making travel arrangements to include scheduling, itinerary details, reservations, preparation of travel vouchers and pre and post trip reports and other related documentation. Knowledge and experience with computer software productivity programs such as Microsoft Office, Word, Outlook, Access, Excel, PowerPoint, and SharePoint, as well as enterprise tools such as WebTA and Concur. Oral communication skills sufficient to make clear and convincing oral presentations, listen effectively, and clarify information as needed. Written communication skills sufficient to write in a clear, concise, organized, and convincing manner for the intended audience. The duties are at the full SV-H performance level and the SV-G is the developmental grade level leading to such performance. The major duties described above reflect the full performance level of this position. Typically, the lower pay band (G Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex. Requirements Conditions of Employment You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. You must complete a favorable Background Investigation (BI). Selective Service registration is required. Must be able to obtain and maintain a Secret Security Clearance. Qualifications To qualify at the SV-G band grade level: Applicants must possess one full year (52 weeks) of specialized experience at the SV-F band, (equivalent to the GS-9) in the Federal service or equivalent experience in the private sector. Specialized experience MUST include all the following: Experience in performing a variety of administrative tasks, including receiving callers/visitors, scheduling appointments, managing calendars, and making travel arrangements; AND Experience in reviewing, and preparing written correspondence; AND Experience in providing data and materials to assist in the development of briefings, papers, reports, and presentations. OR Achievement of a Ph.D. or equivalent doctoral degree in a field of study which is in or directly related to this position. OR Three full years of progressively higher-level graduate education leading to such a degree. OR LL.M., if related. OR Combining Education and Experience: Combinations of successfully completed graduate level education, beyond the second year, and experience maybe used to meet total qualification requirements for this position, and maybe computed by first determining your total qualifying experience as a percentage of the experience required for the band level; then determining your education as a percentage of the education required for the band level; and then adding the two percentages. The total percentages must equal at least 100 percent. Graduate Education: Education at the graduate level in an accredited college or university in the amounts indicated above meets the requirements for this position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the one year of full-time study requirement. To qualify at the SV-H band grade level: Applicants must possess one full year (52 weeks) of specialized experience at the SV-G band, (equivalent to the GS-11) in the Federal service or equivalent experience in the private sector. Specialized experience MUST include all the following: Performing a wide range of administrative servicing for senior officials to include providing coordination of calendars, projects, executive communications, meetings, and special events; AND Preparing complex and detailed global travel plans, itineraries, agendas, and expense reports; abilities to successfully perform the duties of the position; AND. Analyzing and researching various data in order summarize information for briefings, papers, reports, presentations; AND Serving as principal administrative contact and liaison with internal and external contacts. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
