Job description

Join our team as Project Administration Analyst IV and support NOAA Pacific Marine Environmental Laboratory by supporting many aspects of PMEL's Internal review processes. Work Schedule and Location: Hybrid: This part-time hybrid position will work Monday through Friday, from 8 AM PT to 5 PM PT for approximately 20-25 hours a week, with 60% work onsite at 7600 Sand Point Way NE, Seattle, WA 98115 . Responsibilities Website and Intranet Maintenance: Provide updates, maintain, and support the PMEL website and intranet to ensure accurate and timely information is available.
Communications and Outreach: Support communications, outreach, and legislative efforts with stakeholders and partners, including the development of outreach materials such as brochures, fact sheets, presentations, and press releases.
Travel Processing: Assist with domestic and foreign travel processing using NOAA's automated travel management system. Ensure proper accounting of travel costs and timely reimbursement in accordance with Federal Travel Regulations and local policies.
Time & Attendance Support: Collect and record Time & Attendance (T&A) data for office staff in NOAA's T&A system, and follow up with managers to ensure timesheets are validated and certified on time.
Budget Tracking: Assist in tracking budgets for divisions, projects, and programs to ensure accurate financial management.
File Management: Identify effective filing methodologies and manage administrative documents/records in compliance with NOAA policies.
Cost-Documentation Processes: Support the implementation of efficient cost-documentation processes, tools, and methods that meet NOAA and other agencies' requirements.
Administrative Process Improvement: Assist in developing and implementing improved methods, automated products, and tools to streamline administrative functions.
Property Management: Assist with accountable property management, performing the role of Property Point of Contact in accordance with NOAA's policies and procedures.
SAM.gov Certification Review: Assist in reviewing certifications on SAM.gov.
Partnership Maintenance: Support partnerships with colleges, universities, and environmental groups, both within and external to NOAA.
Author Support: Assist PMEL authors in navigating NOAA's internal review and approval process, including creating metadata documentation, uploading attachments, recruiting and training reviewers, and routing reviews.
NOAA Compliance: Support efforts to comply with NOAA PARR requirements, assess 508-remediation requirements, and upload manuscripts to NOAA's Institutional Repository.
Copy-Editing/Proofreading: Copy-edit and proofread scientific manuscripts to comply with author guidelines, styles, and reference/citation formats.
Communication: Maintain frequent and clear communication with PMEL scientists and staff via email, chat, phone, or web meetings to ensure compliance with NOAA's scientific integrity, accessibility, and archiving standards.
General Responsiveness: Provide initial responses to emails within 4 business hours of receipt to ensure timely communication with the government. Qualifications Proven experience in administrative support, ideally within a government or scientific environment.
Strong proficiency in Google and Microsoft applications (Gmail, Drive, Docs, Sheets, Calendar, Meet, etc.).
Familiarity with NOAA's automated travel management system, Time & Attendance system, and Research Publication Tracking System (RPTS) is a plus.
Exceptional communication skills, with the ability to engage with scientists and staff effectively.
Attention to detail and ability to manage multiple tasks efficiently.
Ability to work independently and meet deadlines in a remote work environment.
Familiarity with Federal Travel Regulations and local travel policies is preferred.
