WHO WE ARE

Mason County Public Transportation Benefit Area, doing business as Mason Transit Authority (MTA), is a Public Transportation Benefit Area (PTBA) Authority, authorized in Chapter 36.57A RCW, located in Mason County, Washington. The service was approved by Mason County voters in November 1991, and MTA began providing public transportation in December 1992. The service area is all of Mason County, where road access is available, with connections to adjacent counties.

WHAT WE DO

MTA transportation services consist of Fixed Route local and regional deviated fixed routes, Worker/Driver commuter service to Puget Sound Naval Shipyard (PSNS) and Demand Response. These services are provided with diesel and hybrid 35' transit buses, cutaways, and vans. MTA is currently exploring alternatively fueled vehicles such as propane, hydrogen, and electric. Facilities include Johns Prairie maintenance base, the downtown Shelton Transit-Community Center, and a Belfair park and ride complex. MTA supports a network of park and ride facilities that are located throughout the County by managing and providing routine maintenance for locations owned by Washington State Department of Transportation (WSDOT), the County or others.

OVERVIEW:

Under the direction of the Operations Manager, the Mason Transit Authority's (MTA) Dispatcher / Scheduler position is primarily responsible for scheduling and dispatching fixed route, dial-a-ride, route deviated and special event services and the coordination of drivers and vehicles. This position requires the ability to follow instructions and apply acquired knowledge in the use of software applications that enables service to be scheduled as efficiently as possible. The assignment of specific duties to Dispatcher/Schedulers will vary depending on the Agency's business needs, shift rotation and individuals' expertise and skill sets.

  • Dispatch/Scheduler Salary Range - $24.41 - $33.20 per hour DOQ, Non-Exempt subject to FLSA requirements.
Comprehensive benefits package includes: Mason Transit Authority offers an excellent benefit package which includes 95% employer paid Medical/Dental/Vision for employee and dependents, life, optional additional life, long-term disability, EAP, 11 paid holidays, vacation accruals based on years of service that begin at 3.69 hours per pay period (12 days per year), additional 1.69 hours of paid sick leave per pay period in addition to the required WA Paid Sick leave (total 12 days per year), two (2) 8 hour personal days per calendar year, three (3) days of bereavement leave per loss of immediate family member, Washington State Public Employees Retirement System (PERS) plan options, and optional Deferred Income (IRS 457 plans) retirement plans. In addition, position is eligible per permitting circumstances inclement weather pay, meeting and training pay, and education assistance.

ESSENTIAL DUTIES
  • Answer phones and radio in a courteous and professional manner. Respond to inquiries from customers and/or drivers concerning routes, schedules, deviations and trip requests to help ensure consistent application of MTA's rules and regulations.
  • Provide information to the public regarding MTA services; respond to inquiries and complaints regarding services; assure that appropriate information is provided, and problems are resolved. Conduct research as requested and make recommendations on findings.
  • Complete dispatch logs, accident or incident reports, on-the-job injury claims, surveys, and other required written materials in a timely manner.
  • Complete all requested data entry for maintaining required statistical information.
  • Open and close the operation facility and the T-CC.
  • Coordinate with maintenance on vehicle availability.
  • Explain client eligibility and pre-documentation requirements during initial intake; screen and coordinate transportation and establish eligibility for various programs.
  • Use and maintain a working knowledge of dispatching, scheduling software(s).
  • Identify possible service disruptions and initiate appropriate action to correct problems as they arise.
  • Monitor operating practices and procedures to assure compliance with MTA's rules and regulations; notify operations supervisors as required.
  • Ensure that all routes are covered and provide drivers with paperwork including manifests, route sheets and other required forms.
  • Respond to reports of disturbances, accidents, and road and traffic conditions according to MTA policy in an appropriate and timely manner; notify the appropriate MTA personnel in alignment with standard operating procedures.
  • Contribute to the goals and objectives of the Operations Team, to include formulation and implementation of operational policies, procedures, and controls to ensure safe and efficient operational activities and adherence to established service, budgetary and customer satisfaction standards. Recommend changes as warranted.
OTHER FUNCTIONS
  • Perform duties in support of ongoing and special projects.
  • Serve on committees, task forces and other work groups.
  • Perform other duties as assigned and any duties of a similar nature or level needed to make MTA a world-class transit agency.
  • Assist and/or provide training to new dispatcher/schedulers.

KNOWLEDGE, SKILLS & ABILITIES:

Knowledge of: Mason County geographic areas, the transportation services and schedules provided by Mason Transit Authority and record-keeping techniques; general safety standards and practices.

Skill in: using a computer and related software applications; completing assigned work within prescribed timelines; communicating effectively both orally and in writing; establishing and maintaining cooperative and effective working relationships with others; maintaining records; and analyzing situations effectively and adopting appropriate courses of action.

Ability to: multi-task and respond appropriately and effectively in emergency and hectic situations; provide excellent customer service; work independently; operate standard office machines and equipment (copy machine, adding machine, fax and PC) changing ribbons, paper and tapes as needed.

MINIMUM QUALIFICATIONS

REQUIRED
  • Intermediate computer skills in Microsoft Office applications; understanding of the use and software applications to perform the job efficiently;
  • One-year experience using computers and software applications;
  • Experience in multi-tasking, managing short deadlines and working independently in a fast-paced environment with strong attention to details.
  • Excellent communication skills - both verbal and written.
  • High School Diploma or equivalent (GED).
  • One-year customer service experience.
  • General knowledge of Mason County geographical area.
PREFERRED:
  • Bi-lingual in Spanish
  • Dispatching or scheduling experience
SPECIAL REQUIREMENTS:
  • Must be available to work a variety of schedules, including holidays, days, nights, and/or weekends.
MTA is a drug and alcohol-free workplace. Employment is contingent upon successfully completing and passing a pre-employment drug screen. This position is classified as safety-sensitive under MTA's Drug and Alcohol Policy and is included in random drug and alcohol testing program. Note: MTA is subject to requirements of the Federal Drug-Free Workplace Act and CFR Part 40 & 655, which prohibits the use of marijuana at any time while employed with MTA.
