Job description
Duties You will provide coordination for the development of facilities project documentation, including completion of required Environmental and/or Real Estate supporting documentation for assigned installation(s). You will provide the leadership, coordination, and oversight necessary to accomplish space management analysis and site approval determination, working with installation and region leaders, program managers, and consultants. You will ensure plans are developed and executed in a manner consistent with long-term planning, Navy requirements, and the Leadership guidelines. You will have responsibility for project execution as well as leadership and oversight. You will be responsible for lifecycle planning for assigned facilities. You will conduct a comprehensive review of various proposals and reports related to long-term facilities planning for the area to which assigned. You will perform careful analysis to determine which projects should be undertaken, prioritize these, establish a cost, and present before higher-level review boards or decision-makers. You will provide authoritative advice and assistance to program managers, the Public Works Officer, senior leadership, Public Works personnel, and others as appropriate. You must be a Professional Engineer (PE) (if applying for the 0801 series) or Registered Architect (RA) (if applying for the 0808 series) as outlined under the Qualifications section. You will be required to obtain and maintain a current valid United States driver's license. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment. Qualifications This position has a Selective Placement Factor that will be used to screen out ineligible candidates applying for the General Engineer (0801) and Architect (0808). The Selective Placement Factor is: You must currently be a licensed Professional Engineer (PE) if applying for the 0801 series. You must currently be a Registered Architect (RA) if applying for the 0808 series. Your license or registration must be held in a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. NOTE: You must submit a copy of your current license or registration with your application package. In addition to the Basic Requirement and Selective Placement Factor (if applicable to your series), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1)Extensive knowledge of community planning and some experience in Navy or DoD planning 2)Skills in resolving complex technical and design problems 3)Ability to plan, organize, and utilize resources effectively 4)Experience in developing work plans, setting objectives, reviewing work, and appraising performance 5)Ability to manage lifecycle planning for installations and prioritize projects based on long-term planning 6)Strong ability to provide authoritative advice and conduct briefings 7)Ability to influence decisions and achieve compromises in complex or controversial situations 8)Capability to manage payroll, training, and other overhead requirements. Applicants for the 0020 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. You have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. OR B. You have a combination of education and experience where you have successfully completed a community planning degree, or a degree in a related discipline such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration and have one (1) year of work experience in community planning acquired under the supervision and guidance of a community planner. OR C. You have a combination of education and experience where your courses were equivalent to a major in community planning , urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration; or a combination of related courses totaling at least 24 semester hours in any combination of the listed disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education. Education Applicants for the 0801 series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: A. Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. OR B. Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
