Job description

Duties Interprets, develops, recommends, evaluates effectiveness of, and disseminates policy and guidance on cyber security program requirements to NEC and JBLM IT community. Keeps abreast of latest developments in hardware and software security and approved cyber security tools, maintains hardware and software lists for installation. Ensures all Information Security and COTS/GOTS within the area of responsibility are properly certified and accredited IAW the DoD guidelines, and configuration management policies and practices prior to installing, developing, beta testing, or operating on a JBLM installation-managed/controlled device. Develops, publishes, and implements local procedures to meet AR 25-2 requirements to appoint appropriate cyber security primary and support personnel within the JBLM installation and at tenant organizations. Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Three year trial/probationary period may be required. One-year supervisory probationary period may be requried. Must be able to obtain and maintain a Top Secret security clearance, T5, Critical Sensitive. Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoDM Publication 8140.03-M Cyberspace workforce qualification and management program, dated 15 February 2023 or updated version and/or additional guidance. Personnel assigned to this position must obtain the appropriate certification within six months of being assigned. The employee must possess or be able to acquire an IAM II certification per DoDM 8140.03. Failure to satisfactory obtain and/or maintain updated certifications IAW publication listed are grounds for termination. May be required to work outside normal duty hours to include evenings, weekends, or holidays and may be placed in an On-call status in support of related mission requirements. Work may require travel away from the normal duty station on an infrequent basis up to 25% of the time to attend training, conferences, and other mission requirements. Required to possess a valid state driver's license to operate a passenger vehicle for operating government vehicles. Must possess a valid motor vehicle driver's license. This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program) and must pass urinalysis testing, as required, prior to appointment, reassignment, or transfer and periodically thereafter. Specialized experience would be demonstrated by: Providing advice and guidance on Cybersecurity matters; Evaluating software, applications and system development to ensure all Cybersecurity needs are met; Providing over site to Cybersecurity operations to make sure all policies and procedures are being followed; Planning and supervising work assignments and workloads. You will be evaluated on the basis of your level of competency in the following areas: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information. (4) Problem Solving-Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
