Job description

Duties You will act as point of contact for all household goods shipment management functions related to invoicing, Storage in Transit/Non-temporary Storage (SIT/NTS), and providing Transportation Service Provider (TSP) quality assurance oversight. You will approve/disapprove invoices and pre-approve accessorial service submitted by Transportation Service Providers (TSPs) or contractors. You will monitor TSP/contractor performance and initiate appropriate action when TSPs/contractors do not comply with requirements to include, but are not limited to, issuing Letters of Warning, Letters of Suspension, Contract Deficiency Report (CDR) You will manage shipments in both Storage-in-Transit (SIT) and Non-Temporary Storage (NTS). Requirements Conditions of Employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications GS-06 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge of transportation regulations, methods, and practices to perform a wide variety of interrelated or nonstandard transportation support assignments and resolve a wide range of problems in connection with the storage and movement of personal property by Government or commercial means. Examples of specialized experience must include: 1) Determine and advise on various entitlements or procedures, such as the type and quantity of personal property that can be stored at Government expense; the storage entitlements, liabilities, and prohibited items; and the paperwork necessary to document storage and substantiate claims for reimbursement of expenses or damage to good; 2) Consider factors such as the age and condition of the item to determine the kind of special handling needed to store property safely; 3) Serve as the contact point for resolving problems related to storage assignments and Transportation Service Providers (TSPs); 4) Utilize automated information systems to input/correct a range of shipment information or track shipments. GS-05 Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying a knowledge of established traffic management rules to perform a full range of transportation support duties as it applies to the storage and shipment of goods. You have experience utilizing automated information systems to input/correct a range of shipment information or track shipments. Examples of specialized experience may include: 1) Determine and advise on various entitlements or procedures, such as the type and quantity of personal property that can be stored at Government expense; the storage entitlements, liabilities, and prohibited items; and the paperwork necessary to document storage and substantiate claims for reimbursement of expenses or damage to goods; 2) Consider factors such as the age and condition of the item to determine the kind of special handling needed to store property safely; 3) Serve as the contact point for resolving problems related to storage assignments and Transportation Service Providers (TSPs) Additional qualification information can be found from the following Office of Personnel Management website: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education In lieu of general/specialized experience, you may qualify with the following education or combination of both education and experience: As a general rule, education is not creditable above GS-5 for most positions covered by this standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of education and experience may be used to meet the total qualification requirements. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience.
