Job Details Job Description We are seeking a Security Operations Manager to lead the NOAA Security Operations Center (NSOC) in its 24x7x365 mission to protect and respond to cybersecurity incidents. This role is responsible for coordinating response activities, evaluating threats, and deploying countermeasures to defend NOAA's systems. The Security Operations Manager will ensure compliance with federal regulations while overseeing the entire incident response lifecycle, ensuring the integrity and security of NOAA's critical information. Key Tasks and Responsibilities Lead the NSOC team in identifying, managing, and mitigating IT security incidents across NOAA's information systems. Provide technical leadership in executing cybersecurity strategies and NOAA's incident response plans. Oversee the SOC response to major security threats and coordinate response activities with internal teams and external stakeholders. Ensure incident response procedures comply with NOAA and federal standards and develop necessary training programs for SOC analysts. Evaluate and report on emerging cybersecurity threats and vulnerabilities, recommending appropriate countermeasures. Develop and maintain cybersecurity reports by analyzing and summarizing data and incident trends. Continuously monitor IT security incidents, enforce countermeasures, and support recovery efforts. Maintain operational oversight of the SOC and ensure compliance with established cybersecurity controls (NIST 800-53 r5) and FISMA requirements. Job Requirements: Education & Experience Bachelor Degree in a relevant discipline is desired. Minimum of 7 years of experience managing IT security operations, incident response, and SOC functions. Expertise in handling major cybersecurity incidents, including analysis, response coordination, and resolution. Extensive knowledge of federal IT security policies, cybersecurity maturity models, and incident response protocols. Strong analytical skills to evaluate complex security threats and develop strategic responses. Strong leadership and communication skills to collaborate effectively with government officials, cybersecurity teams, and external stakeholders. Ability to design and implement security measures to protect NOAA's critical information assets. Experience developing training programs to enhance SOC analysts' capabilities and ensure compliance with security policies. Familiarity with tools and technologies for real-time threat detection, incident tracking, and vulnerability management. Certifications Candidate must possess and maintain relevant certifications from one or more of the following: DOD 8140 (up to IAT Level III may be required) SANS DOD 8140 Cert Track CompTIA DOD 8140 Cert Track CEH Master Cert Track ISACA's Cybersecurity Nexus (CSX) Global Information Assurance Certification (GIAC) credential track Security Clearance Agency-specific background investigation is required US Government Secret clearance may be required Other (Travel, Work Environment, DoD 8570 Requirements, Administrative Notes, etc.) Periodic travel to customer work locations may be required This is a 24x7x365 customer mission.
