Job description

The NMC is the implementation body of the Mariner Credentialing Program (MCP) and receives and processes all applications for U.S. Merchant Mariner Credentials (MMC's). The program mission has a significant national and economic impact affecting $5.4 trillion in annual maritime activity. At the NMC, we provide tasks that include: Mariner course approvals, course evaluations, professional qualification evaluations, safety and security evaluations, safety and security administrative support, acquiring, receiving, opening, sorting and distributing all incoming mail and supplies; preparing and processing outgoing mail/packages; processing Merchant Mariner credential applications; producing Merchant Mariner credentials and medical certificates; creating and managing official merchant Mariner records (electronic and paper based); record storage/upkeep and preparing Mariner records for archiving; correspondence and documentation; and completing data entry related to the credentialing process. Responsibilities Manage, as directed, project cost, staffing, schedule, budget and overall financial performance of the program. Responsible for all contractor work performed on this program. Monitor and manage contractor performance on the program; review contract production data and quality reports to identify potential issues and concerns and to ensure all contract performance requirements are being met.
Exercise day-to-day supervision of the staff, both onsite and remote. Provide problem-solving support and act as a mentor and advisor to all team employees.
Act as the single point of contact for the Contracting Officer and the Contracting Officer's Representative (COR). Meet, as necessary, with government on-site personnel to discuss contract performance and/or problem areas. Meet weekly with the On-site Program manager and assigned Team members to ensure information is passed down in a timely manner.
Will need to establish face-to-face weekly meetings with department Division Chiefs or more frequently if required.
Required to support weekly status meetings with the Program Director
Responsible for the preparation and submission of monthly status reports and quarterly quality reports in accordance with the contract\Responsible for the development, implementation and execution of the contract quality program.
Direct employee participation in the development, maintenance and administration of the USCG NMC's Mariner Licensing and Documentation (MLD) Mission Management System (MMS) ensuring continuous process improvements that help improve accuracy and cycle time resulting in improved overall customer service.
Preparation and presentation of the monthly EAC Report and PMR, as needed.
This full time On-Site Supervisor will be required to be located at the NMC facility in Martinsburg, WV. Qualifications Minimum High School Diploma/GED.
Minimum of 5 years of experience managing team(s) and performing relevant work that demonstrates the ability to meet or exceed the requirements.
Minimum of two (2) years of experience working with ISO 9001 quality standards systems (QSS) or equivalent quality system.
Must have experience managing employees in remote locations and onsite.
A current Public Trust is preferred but must be able to obtain if not currently held.
Possess excellent communication skills, both verbal and written.
Possess demonstrated experience managing programs which meet established requirements and deliverables.
Possess demonstrated experience coordinating with senior level executives and be able to effectively serve as a liaison both internally and externally.
Possess demonstrated experience providing and ensuring subordinate staff provide consistent superior customer-service oriented services.
Possess demonstrated experience identifying inefficiencies; streamlining processes; eliminating redundancies; evaluating performance measures; and ensuring processes meet or exceed requirements.
Possess excellent computer skills to include proficiency in MS Office Suite Products.
